The Government’s response has been swift, recognizing the fact that this epidemic has serious developmental implications if left unchallenged.

This is not because the Council has been unaware of these grounds; rather, the political considerations of some powerful members have always been the main driving force in preventing the Council from taking meaningful action to uproot the causes of insecurity and thus pave the way for the promotion of sustainable development and economic prosperity.

I do bring good news from Timor-Leste, hoping that before the Council turns shortly to manage other situations, such as that in the Middle East, my news about what the Council and we have achieved will be of comfort.

But if the Council cannot agree to adopt a resolution condemning the violence, backing the Arab League and enabling a peaceful resolution, then that failure of the Council will be judged by the people of Syria and of their region.

It is absolutely true that the Council has to manage serious global complexities with less than adequate resources, but it is also true that the Council is sometimes prey to its own practices, which add to the complexities rather than solve them.

That will not only promote accountability among the various actors, but also demonstrate the Council’s intolerance for impunity as part of a comprehensive approach to ensuring that perpetrators are brought to justice through national or international legislation and that victims are granted redress.

It is thus clear that the Security Council should not take over the responsibilities of other bodies of the United Nations system, such as the General Assembly, the Economic and Social Council, the Peacebuilding Commission or the World Bank.

It also considered the issue from a more general point of view in resolution 1373 (2001) on threats to international peace and security caused by terrorist acts (the Council “[noted] with concern the close connection between international terrorism and transnational organized crime, illicit drugs, money-laundering, illegal arms-trafficking, and illegal movement of nuclear, chemical, biological and other potentially deadly materials”) and in the presidential statement (S/PRST/2009/32) on peace and security in Africa (“the Security Council notes with concern the serious threats posed in some cases by drug trafficking and related transnational organized crime to international security in different regions of the world, including in Africa”).

By the same resolution, the Council decided that the mandate of the Force, in addition to carrying out its mandate under resolutions 425 (1978) and 426 (1978), would include, inter alia, monitoring the cessation of hostilities, accompanying and supporting the deployment of the Lebanese Armed Forces throughout southern Lebanon in parallel with the withdrawal of the Israeli Defense Forces, ensuring respect for the Blue Line and assisting the Lebanese Armed Forces in ensuring that the area between the Blue Line and the Litani River is free of any unauthorized armed personnel, assets and weapons, taking all necessary action within its capabilities to ensure that its area of operations is not utilized for hostile activities, and assisting the Government of Lebanon, at its request, in securing its borders and other entry points in order to prevent the entry into Lebanon without its consent of arms or related materiel.

The Committee notes that, in accordance with paragraph 21 of Council resolution 1904 (2009), after the appointment of the Ombudsman, the focal point mechanism (P-4) established in resolution 1730 (2006) shall no longer receive requests from individuals or entities seeking to be removed from the Consolidated List, but shall continue to receive requests from individuals and entities seeking to be removed from other sanctions lists.

In its decision 1997/232, the Economic and Social Council decided that the Commission on Crime Prevention and Criminal Justice, in addition to plenary meetings, should be provided with full interpretation services for a total of 12 meetings for informal consultations on draft proposals and for meetings of openended working groups, with the precise allocation of time for the different types of meetings to be determined by the Commission under the agenda item entitled “Adoption of the agenda and organization of work”, on the understanding that no more than two meetings would be held concurrently, in order to ensure maximum participation of delegations.

He highlighted the tasks and achievements of the JISC during the past year and the challenges ahead, including the financial situation for the joint implementation mechanism and the JISC, and the need to operate without the full funding requested in the joint implementation management plan.

As the Council’s meeting addresses the issue of nuclear-weapon-free zones, NAM reaffirms the need for the speedy establishment of a nuclear-weapon-free zone in the Middle East in accordance with Security Council resolution 487 (1981) and paragraph 14 of Council resolution 687 (1991) and the relevant General Assembly resolutions adopted by consensus; and, pending its establishment, NAM demands that Israel, the only country in the region that has not joined the Treaty on the Non-Proliferation of Nuclear Weapons or declared its intention to [...] [...]

The Trial Chamber will receive a report from the Pre-Trial Judge detailing the procedure (although not describing the confidential material as such), and it will have to be satisfied that there is no prejudice to the accused and that non-disclosure itself does not create reasonable doubt as to his or her guilt.
