The areas of concentration for the discussion panel on the topic “Contributing to the assessment, in the context of the United Nations Conference on Sustainable Development, of progress to date and the remaining gaps in the implementation of the outcomes of the major summits on sustainable development and addressing new and emerging challenges” are presented in annex III and are intended to identify important issues that the discussion panel may wish to consider, in particular by reference to the addendum to the annual report of the Secretary-General on oceans and the law of the sea (to be issued as A/66/70/Add.1).

At its sixty-sixth session, the General Assembly stressed the importance of the continued substantive consideration of the follow-up to and implementation of the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States and decided to consider at its sixty-seventh session the reports of the Secretary-General on concrete recommendations to enhance the implementation of the Barbados Programme of Action for the Sustainable Development of Small Island Developing States and the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States (A/66/278) and on the review of United Nations system support to small island developing States (A/66/218), issued for the sixty-sixth session (resolution 66/198).

To sensitize and train local community leaders, architecture and engineering students and professionals on the value of traditional architecture and technology, a Russian language training manual on traditional techniques for the construction and repair of earth architecture was translated into local languages, published and distributed to educational institutions and libraries; training was conducted on the conservation of earthen structures for conservation professionals from Central Asian countries and Afghanistan; conservation was completed on historic sites (Fayaz Tepa Buddhist Ruins, Termez, Uzbekistan); and pilot demonstration buildings were completed and/or restored (Boysun Crafts Training Centre, which includes a museum; the Tashkent silk weaving/natural dye workshop building; the restored brick-making centre and the extension of the Khiva silk weaving/natural dye workshop in Mazar-i-Sharif, Afghanistan).

The Internal Security Forces had issued a memorandum for the establishment of a special commission for the monitoring of torture and detention centres.

The delegation of the Russian Federation indicated that it looked forward to the secretariat’s early issuance of the second version of the draft outcome document that would take into account the recommendations made by government experts and stakeholders at the Regional Preparatory Meeting for the High-level Intergovernmental Meeting on the Final Review of the Implementation of the Asian and Pacific Decade of Disabled Persons, 2003-2012, which had been held in March 2012.

A paper on “Support needed to fully implement NAPAs”7 was finalized and published at the thirty-first session of the SBI.

This addendum is issued to reflect the reply of the World Bank, received after the documentation dispatch, to the comments of the Secretariat on the verification of the 2006 CTC production and consumption and the proposed 2007 annual work programme.

Following consideration of the preliminary analysis, the Commission requested the secretariat to perform a more detailed analysis in order to assess the extent to which each contractor had satisfied the requirements of regulation 31 of the Regulations on Prospecting and Exploration of Polymetallic Nodules in the Area (ISBA/6/A/18) (“the regulations”) and the associated recommendations for the guidance of the contractors for the assessment of the possible environmental impacts arising from exploration for polymetallic nodules in the Area, issued by the Commission in 2001 (ISBA/7/LTC/1/Rev.1).
