The following elements of quality education were highlighted: focus on assistance in curricula review and revision, particularly the introduction of values education and ethical approaches, in accordance with national priorities and Arab needs; “learner-centred” education; improvement of teaching including capacity-building and teacher training; improvement in the status of teachers; development of benchmarking and assessment; elaboration of national standards regarding quality education.

The Conference urges States Parties to take action to persuade non-parties to accede to the Convention without delay, and particularly welcomes action by States Parties and regional initiatives to provide assistance and support that would lead to wider accession to the Convention.

Delegates recognized the need for governments in the region to strengthen national programmes and policies for the conservation and sustainable use of genetic resources for food and agriculture, and for the fair and equitable sharing of benefits arising from their use, including through adequate and predictable funding.

Among the recommendations were that UNRWA must: impress upon donors that its core budget was not an administrative black hole but the key to running its educational programmes and thus should be seen as an investment in the future of the Palestine refugees; exploit all funding opportunities; enlarge its donor base for the core budget, to which only a small number currently contributed — a point to which he had drawn attention in Cairo at a meeting of Arab League ministers whose countries gave welcome support to specific projects and emergency appeals but not to the core budget; expand its partnerships with non-State actors such as foundations and other institutions in the private sector; and continue to be cost-effective in conducting its programmes through better planning, implementation and oversight.

It recognized that the Asia-Pacific region remained home to almost two thirds of the world’s poor and that there were visible disparities between rural and urban areas, between different social and ethnic groups, and between regions within countries.

It supported the international community in its constructive cooperation with the State and emphasized that countries should always seek to solve their differences in the field of human rights on the basis of equality and mutual respect.

The representative of Japan recalled that a decision by the Sixteenth Meeting of the Parties had requested the Executive Committee to consider “(a) Funding additional demonstration projects to help demonstrate the value of replacement of CFC-based chillers, pursuant to relevant decisions of the Executive Committee; (b) Funding actions to increase awareness of users in countries operating under paragraph 1 of Article 5, of the impending phase-out and options that may be available for dealing with their chillers and to assist Governments and decision makers; (c) Requesting those countries preparing or implementing refrigerant management plans to consider developing measures for the effective use of the ozone-depleting substances recovered from the chillers to meet servicing needs in the sector.

The Commission requested the secretariat to consider a joint ESCAPEconomic Commission for Europe (ECE)-Economic and Social Commission for Western Asia (ESCWA) project on interregional land and land/sea transport linkages, which would lead towards the preparation and formulation of relevant transport agreements between countries of the region.

In Agenda 21, all countries were called upon to (a) integrate land use and transportation planning in order to encourage development patterns that reduce transport demand; (b) adopt urban transport programmes favouring high occupancy, as appropriate; (c) encourage non-motorized modes of transport by furnishing safe cycleways and footways in urban and suburban centres in countries, as appropriate; (d) devote particular attention to effective traffic management, efficient operation of public transport and maintenance of public infrastructure; (e) promote the exchange of information among countries and representatives of local and metropolitan areas; and (f) re-evaluate current consumption and production patterns in order to reduce the use of energy and natural resources.

He emphasized that the present situation of high food prices and continuing high number of chronic hungry was largely a result of the low priority given to agriculture in the last three decades, and therefore stressed the importance of increasing official development assistance and the proportions of national budgets allocated to agriculture.

Main challenges include the processing of the high volume of data and improving the quality of the data received, ensuring timeliness and completeness of the disseminated data, overcoming linguistic barriers and maximizing the number of national collections.

Aware of the growing importance of ensuring appropriate global economic policies to sustain the dynamism of the region due to growing interdependence among economies, the Committee considers that it is necessary for the region to ensure that its voice is heard at global economic policymaking forums and therefore recommends that the secretariat continue the important work of facilitating the formation of a coordinated regional voice and bringing the Asia-Pacific perspective to relevant multilateral and intergovernmental forums, including G20 summits, through high-level consultations.

In order to strengthen capacity-building, greater national capacities are necessary for designing national plans together with a wider involvement of non-State actors, a deeper understanding in the international community of capacitydevelopment issues, more focus on the demands of users, improved aid coordination and donor collaboration, more capacity investments on the regional and global levels and a greater role for information technology in capacity-building.

Data collected from the survey will be analyzed to monitor the situation of women and children globally, enabling countries to track their progress against national goals and global commitments, including the Millennium Development Goals.

We underline the need to follow up on the discussions held and recommendations made at previous meetings on the implementation of the Programme of Action, including the Third Biennial Meeting of States (2008), the Fourth Biennial Meeting of States (2010) and the Open-ended Meeting of Governmental Experts (2011), and on related topics taken up by the General Assembly over the past decade, such as the negative humanitarian and development impact of the illicit manufacture, transfer and circulation of small arms and light weapons (see resolution 60/68) and promoting development through the reduction and prevention of armed violence (see resolution 63/23 and document A/64/228).

The objectives of the amendments were manifold: (a) to streamline certain rules and ensure that they better translated the letter and spirit of the relevant provisions of the statute; (b) to ensure that the amended rules were consistent with other relevant rules; (c) to encourage, to the extent possible, cooperation with the Tribunal on the part of States and organizations, as well as the use of sources of sensitive information; (d) to meet the operational needs of the ongoing investigation; and (e) to protect the confidentiality of information during the investigative stage in order to ensure the effective conduct of the investigation and the protection of all relevant persons.

Looking to the future, the community’s efforts in this area will be focused on finalizing the legal instrument and its adoption by member States; boosting the active participation of national commissions on small arms and light weapons; implementing the border programme, especially in the area of cross-border security; drawing up and implementing a police cooperation mechanism to address the issue of the six lawless zones; operationalizing the Gulf of Guinea securitization strategy in coordination with the Economic Community of West African States and, of course, with our international partners; implementing the policy of security sector reform in order to ensure that State armaments are traceable; providing support of all types to ensure the success of disarmament, demobilization and reintegration processes at rates of around 90 per cent by 2015; and strengthening civil society organizations with regard to information, awareness-raising and social networking.
