It is precisely because the relationship between the United Nations and the AU, and between the Security Council and the African Union’s Peace and Security Council, is so important that we must confront the challenges facing that relationship forthrightly and honestly if we are to make progress.

It goes without saying that any action undertaken to fight transnational organized crime requires a concerted approach in dealing with the root causes that allow for the development of that threat, which are weak rule of law, a lack of judicial and police cooperation among neighbouring countries and across borders and a lack of capacity, as well as the many socio-economic challenges facing some of the countries of the region.

A host of concrete proposals were suggested to the coordinators of the Dialogue, such as: dialogue and networking among universities; dialogue among young scientists, involving UNESCO chairholders in dialogue activities; dialogue among student journalists and seasoned media practitioners from both regions; the holding of youth forums; reactivation of the Committee for the Translation of Literary Works and increase in the translation of Arabic works into European languages; a comparative study of school textbooks; dialogue involving professionals from cultural industries; the organization of an interregional conference on the image of Arab-Islamic culture in European history books.

In her writings and speeches, and in discussions with her colleagues as described to the Commission, Ms. Bhutto was outspoken about her perception of the threats posed to her.

At its sixty-second session, the General Assembly requested the Secretary-General to update the compilation of decisions of international courts, tribunals and other bodies referring to the articles, and to invite Governments to submit information on their practice in that regard; also requested the Secretary-General to submit that material well in advance of its sixty-fifth session; and decided to further examine, within the framework of a working group of the Sixth Committee, the question of a convention on responsibility of States for internationally wrongful acts or other appropriate action on the basis of the articles (resolution 62/61).

Sadly, since 2002, corporations and some States have continued to justify the expansion of mining and mining exploration and the denial of indigenous rights under the needs of “national development”, while directly arguing that such “development” supersedes the rights of communities to reject intrusions that damage their more traditional economy and values.

With the release of the final report, political actors have become increasingly vocal, with some having called on the President to accept and fully implement the recommendations, and others, some of whom are recommended for prosecution by the Commission, publicly denouncing and rejecting them.

At 10.45 a.m. on Tuesday, 17 May 2011, the notorious self-confessed terrorist Luis Posada Carriles, along with five other people, appeared at the corner of Lexington Avenue and 38th Street in Manhattan, where the Permanent Mission of Cuba to the United Nations is located.

The membership of the Advisory Commission is currently as follows: Australia, Belgium, Canada, Denmark, Egypt, Finland, France, Germany, Ireland, Italy, Japan, Jordan, Lebanon, Netherlands, Norway, Saudi Arabia, Spain, Sweden, Switzerland, Syrian Arab Republic, Turkey, United Kingdom and United States; to invite Palestine to attend and fully participate in its meetings as an observer; to invite the European Community to attend its meetings; and to invite the League of Arab States to attend its meetings as an observer.

And I have to say this very bluntly: Not helping us with staff retention measures is counterproductive because trials will take longer, appeals will take longer and the life of the Tribunal will be much longer.

In this context, the Special Rapporteur would like to reiterate that it can no longer be taboo to demand that women’s rights take priority over intolerant beliefs that are used to justify gender discrimination.

It goes without saying that unless bold steps commensurate with the danger are taken, this ever-growing scourge will undoubtedly undermine our economic development efforts and jeopardize the still fragile national and social stability of several States of West Africa and the Sahel region.

Because I have spoken ad nauseam in my country about this issue, I have not earned the sympathy of the aspiring politicians with my frequent blunt appeal to voters not to waste their votes on the new, smaller political parties.

No Government can arrogate the right to categorize the actions of other nations with regard to terrorism, especially not a Government of double standards that refuses to prosecute confessed perpetrators of horrendous terrorist acts against Cuba and other countries of this hemisphere, such as Luis Posada Carriles, allowing them instead to roam free and participate in political activities.

We consider it counterproductive to criticize one of the entities and to label it as anti-Dayton when the representatives of the people of that entity are sometimes vocal in their reactions to situations that they consider detrimental to the rights of their people.
