The 12 Parts of the General Regulation cover matters from the procedural requirements governing the arrival and departure of local vessels, the navigation in the waters of Hong Kong, the berthing of, and use of buoys and piers by local vessels, the embarkation and debarkation of passengers, the safety requirements for handling of cargo, the use and display of lights and signals, the regulation and control of certain vessel registered in Mainland or Macau, the vessel traffic service permitting a report system operated through high frequency radiotelephone communication, and the imposition of control over some activities (such as racing events, water-skiing, fishing and bunkering activities) in waters of Hong Kong, and miscellaneous requirements enhancing the navigation safety of local vessels.

If a loan or held-to-maturity investment has a variable interest rate, the discount rate for measuring any impairment loss is the current effective interest rate determined under the contract.

Based on the above review of the impact of exchange rate fluctuations on peacekeeping budgets, highlighting that approximately 10 per cent of the peacekeeping operations expenditures were in currencies other than the United States dollar in 2009/10 and 2010/11, and that over time the variation on exchange rate had limited impact overall on the accounts of peacekeeping operations, while taking into consideration the pros and the cons of the various options explored to mitigate the risk, as indicated in the first performance report (A/65/589), the Secretary-General is of the view that expected return from the various options set out above would be offset by the actual cost generated and opportunity cost it would represent for missions as well as Member States.

In general, the cutting-edge fixed-point families tend to be fast, low power, and low cost, while floating-point processors offer high precision and wide dynamic range in hardware.

At its sixty-sixth session, the General Assembly requested the Secretary-General to give further consideration to the option of securing the relevant compensation from the Government of Israel; to explore the value of the experience of the United Nations Compensation Commission in terms of defining environmental damage in a case such as the present oil slick, in measuring and quantifying the damage sustained and in determining the amount of compensation payable in respect of it; to mobilize international technical and financial assistance in order to ensure that the Eastern Mediterranean Oil Spill Restoration Trust Fund has sufficient and adequate resources; and to submit to the Assembly, at its sixty-seventh session, a report on the implementation of the resolution (resolution 66/192).

Despite repeated General Assembly resolutions (61/194, 62/188, 63/211 and 64/195) calling on Israel to assume its responsibility for prompt and adequate compensation to the Government of Lebanon and other countries affected by the oil slick, such as the Syrian Arab Republic, Israel had yet to acknowledge its responsibilities, a matter regarding which the Secretary-General had expressed grave concern in his most recent report on the matter (A/66/297).

3.15 Eutrophication of water body: the phenomenon that under mankind’s influence, nitrogen and phosphor needed by living organisms entering in a large amount into slow-flow water bodies like lakes, river estuary and sea gulf, causing algae and other plankton to reproduce rapidly, the level of dissolved oxygen in the water to decrease and water quality to deteriorate.

The Committee should give due attention to the topic and highlight Israel’s disregard for General Assembly resolutions requesting it to assume responsibility for prompt and adequate compensation to the Governments of Lebanon and the Syrian Arab Republic for the effects of the oil slick, which had been caused by a barbaric Israeli strike on the Jiyeh power plant.

The amounts included above for variable interest rate instruments for non-derivative financial liabilities is subject to change if changes in variance interest rates differ to those estimates of interest rates determined at the end of the reporting period.

The following activities will be implemented from 2007: training programmes for an additional 200 growers; the phase-out of an additional 50.0 ODP tonnes of MB; continued coordination with the Secretariats of Environment and Agriculture to design regulations for controlling imports of MB; continued actions to reduce the cost of inputs for the floating-tray system technology and recycle the residual plastic to reduce the environmental impact; continued awareness-raising activities; and development of additional training materials and publications.
