Nevertheless, UNESCO has a continuing programme in livelihood skills development through the ERDA Foundation, as well as initiatives in ecology and coastal management.

Some of the elements of a vision for a lowcarbon transport system could include: (a) dense, but green, and mixed-use cities that provide jobs, and shopping and leisure facilities close to people’s residential areas; (b) modern, high-quality links between the centres and good integration of long-distance hubs with local transportation; (c) high-quality alternatives to individual car use, in particular efficient public transport and good non-motorized transport infrastructure and its proper integration; (d) efficient, intermodal freight transport and smart urban logistics that also include clean vehicles; and (e) advanced technologies such as hybrid engines, alternative fuels or even electric motorbikes and cars.

These strategies are, in general, intended to improve the quality and effectiveness of technical assistance, focusing on results, and ensuring sustainability and continuity of actions.

The Coordinating Committee also considered that “to ensure the effective functioning of the mechanisms established by the States Parties” meant that, in part, it was essential that any new configuration would continue to ensure continuity and geographic representation.

If development gaps in physical infrastructure could be closed and best practices in trade and transport facilitation adopted, thus enabling all countries of the region to be connected seamlessly, the region’s lagging economies would be able to access the largest and most dynamic markets in the world, contributing to a more balanced pattern of regional economic development.

The report also confirmed once again Israel’s continuing practice of confiscating the private property of Syrian citizens in the occupied Golan, plundering its natural resources, including water resources, and creating settlements throughout the Golan and Palestine, using water as a means of exerting pressure on the Syrian population of the Golan, bulldozing and destroying their land, uprooting their fruit trees, blockading them economically and imposing exorbitant taxes on them, particularly on agricultural workers.

In this connection, it must be stressed that Occupied East Jerusalem continues to suffer extensively from the extremism and the provocations of the occupying Power and its settlers, as well as the constant threats and incitement by right-wing Israeli Government officials, who continue to make provocative and reckless declarations and claims regarding holy sites in the occupied city, particularly with regard to Al-Haram Al-Sharif (the Noble Sanctuary) in the Old City.

With regard to disarmament, demobilization, repatriation, resettlement or reintegration, the mission recommended that MONUC enhance the United Nations multidimensional strategy to address FDLR outlined in my last report (S/2009/623), including by considering a commander incentive programme targeting mid- to high-level FDLR commanders who are not implicated in the genocide or accused of having committed atrocities against civilians in the Democratic Republic of the Congo.

The extortion of its citizens by ruthless and callous warlords; the mushrooming and proliferation of piracy along its coasts and adjacent sea lanes; the unconscionable plundering of its maritime resources by extraneous forces; the instrumentalization of the weak and fragmented entities by neighbouring countries both to extract unfair and illicit agreements or to use these fragile mini-States as an appendage of their domestic economies are some of the disturbing realities that this simmering Somali situation has given rise to.
