Therefore, in the context of the green economy, the greening of fisheries and aquaculture requires the overall recognition of their wider societal roles – in particular of small-scale operations for local economic growth, poverty reduction and food security – within a comprehensive governance framework, aiming inter alia: to manage externalities from or on the sector; to create alternative livelihood opportunities; and to improve access to social and financial services and education.

As well, several delegations expressed support at this special session for Zambia’s proposal to establish a new Standing Committee to address the challenges related to international cooperation and assistance in the context of the Convention.

Priority areas of activity include: supporting the Under-Secretary-General in the performance of political, programmatic, managerial and administrative functions; developing the Department’s programme of work, while ensuring alignment with the strategic goals and priorities of United Nations peacekeeping; managing media relations, publicity and external relations and supporting public information activities in field operations; leading cross-cutting management, reform and information management initiatives; providing situationalawareness on developments that have an impact on United Nations peacekeeping, so as to support decision-making; delivering policy advice on safety and security issues related to peacekeeping operations; and facilitating crisis response for DPKO and DFS.

At the same meeting, speaking on behalf of the Rio Group, the representative of Chile: reiterated the Group’s support for the legitimate rights of Argentina in the sovereignty dispute with the United Kingdom; recalled its declaration and special communiqué on the exploration for fossil fuels on the continental shelf around the Islands, adopted by the Heads of State and Government of Latin America and the Caribbean gathered at the Unity Summit held in Mexico on 22 and 23 February 2010; rejected the military activities of the United Kingdom in the Islands, which ran counter to the region’s policy of seeking a solution to the dispute through peaceful means; and also recalled the declaration on that matter that had been adopted in Santiago in October 2010 (see A/C.4/66/SR.2).

Revision of internal policies and procedures (in the context of planning for the ERP project) will also be pursued as a means of increasing efficiency of work flows in all areas.

Later, in the context of the change management effort undertaken by the Secretary-General, various parts of the Secretariat, including ESCAP, have proposed several additional measures to reduce or eliminate the use of paper—including by mass digitizing documents, and revisiting the issue of the need to translate documents—and reduce the number and frequency of meetings.

The security situation is increasingly grave and urgent in light of the escalation that Syria has witnessed in the past few days — the ongoing acts of violence, the shelling and firing and counter-shelling and counter-firing that have felled many innocent civilians in the Syrian Government’s clear resort to an escalation of the so-called security option, in complete contradiction of the commitments it took on in the Arab plan of action as well as in the protocol signed by the Syrian Arab Republic and the League of Arab States on 19 December 2011, on the mandate of the League’s observer mission in Syria.

With reference to Argentina’s protest, on 3 December 2008 the United Kingdom rejected the assertions that the Falkland Islands Constitution Order 2008 was contrary, either in practice or in spirit, to any aspect of the Joint Statements agreed between the United Kingdom and Argentina or that it contravened any General Assembly resolutions (see A/63/589).
