Generally speaking, the vetting andapproving criteria of the ASMTP include: (i) the applicant possessing a good education background, but under special circumstances, good technical qualifications, proven professional abilities and/or relevant experience and achievement would also be acceptable; (ii) has been or will be employed in a job relevant to his/her academic qualifications or working experience, and such a job cannot be readily taken up by the local workforce; and (iii) the remuneration (including income, accommodation, medical and other fringe benefits) for the job is broadly commensurate with the prevailing market level for local professionals.

In section V, paragraph 6, of the same resolution, the General Assembly acknowledged the measures undertaken by the Secretary-General, in accordance with its resolutions, to address the issue of the replacement of retiring staff in the language services, and requested the Secretary-General to maintain and intensify those efforts, including the strengthening of cooperation with institutions that train language specialists to meet the need in the six official languages of the United Nations.

Substantial challenges remain, including shortages of qualifiedpersonnel,insufficient funding, lack of infrastructure and equipment, poor administration and case flow management, corruption and the need for law reform.

This approach will require close collaboration between the Mission’s in-country capacities and Headquarters capacities to ensure quick identification, mobilization and deployment of the required expertise, based on the most appropriate and efficient modality, including arrangements outlined in the civilian capacity review report (see A/66/311-S/2011/527).

This call was further reinforced in the recent independent report of the Senior Advisory Group on civilian capacity in the aftermath of conflict (see A/65/747S/2011/85), which, in its recommendation 10, clearly identifies the College as one of the key providers of capacity training in the system and calls for it, together with the other training partners, to identify where skills are needed and then either provide training or identify appropriate external trainings; to develop a formal training certification mechanism, operated on a cost-recovery basis, to guarantee programmes of sufficient quality; and to invest in training in crisis response skills.
