The regional economy would also need to radically reduce the resource intensity of energy use and improve energy efficiency.

The major challenge encountered in this process has been how to maintain UNESCO’s specificity, hence strength, as a specialized agency with its complex composites of intergovernmental committees with its own political and technical agendas in the promotion of international conventions, normative and standard-setting programmes to serve as exemplars in addressing major global issues in the fields of competence of the Organization.

In addition, the ICBL noted that many efficiency issues they have raised touch upon the role of the United Nations and, in this regard, expressed appreciation for a constructive dialogue that has started in recent months between non-governmental organisations and the UN.

The recosting reflected in the report of the Secretary-General on the effect of changes in rates of exchange and inflation on the proposed budgets of both the International Criminal Tribunal for Rwanda and the International Tribunal for the Former Yugoslavia for the biennium 2010–2011 (A/64/570) reflects the impact of the latest data on actual inflation, the outcome of salary surveys, the annual cost-of-living adjustments, the movement of post adjustment indices in 2009 and the effect of the evolution of operational rates of exchange in 2009.

In Agenda 21, all countries were called upon to (a) integrate land use and transportation planning in order to encourage development patterns that reduce transport demand; (b) adopt urban transport programmes favouring high occupancy, as appropriate; (c) encourage non-motorized modes of transport by furnishing safe cycleways and footways in urban and suburban centres in countries, as appropriate; (d) devote particular attention to effective traffic management, efficient operation of public transport and maintenance of public infrastructure; (e) promote the exchange of information among countries and representatives of local and metropolitan areas; and (f) re-evaluate current consumption and production patterns in order to reduce the use of energy and natural resources.

(c) That the Country had submitted annual implementation reports in the form of Appendix 4-A (“Format of Implementation Reports and Plans”) covering each previous calendar year; that it had achieved a significant level of implementation of activities initiated with previously approved tranches; and that the rate of disbursement of funding available from the previously approved tranche was more than 20 per cent; and (d) That the Country has submitted an annual implementation plan in the form of Appendix 4-A covering each calendar year until and including the year for which the funding schedule foresees the submission of the next tranche or, in case of the final tranche, until completion of all activities foreseen.

One delegation highlighted water scarcity and drought in some member countries, which would also require efficient water resource management and closer regional cooperation.

The GICHD added that the destruction method to be used by Ukraine is safe, affordable, easily upgradable to national emission standards, simple to maintain and operate, built using readily-available materials and capable of sustaining high rates of output.

Looking to the future, the community’s efforts in this area will be focused on finalizing the legal instrument and its adoption by member States; boosting the active participation of national commissions on small arms and light weapons; implementing the border programme, especially in the area of cross-border security; drawing up and implementing a police cooperation mechanism to address the issue of the six lawless zones; operationalizing the Gulf of Guinea securitization strategy in coordination with the Economic Community of West African States and, of course, with our international partners; implementing the policy of security sector reform in order to ensure that State armaments are traceable; providing support of all types to ensure the success of disarmament, demobilization and reintegration processes at rates of around 90 per cent by 2015; and strengthening civil society organizations with regard to information, awareness-raising and social networking.

Each of the 13 Occupational Group Managers would continue the responsibilities for reviewing applications, identifying candidates for further assessment by subject matter experts, that is, expert panels, serving as Secretary for the expert panel under his or her purview and consolidating findings and interview reports from the panel for presentation to the Field Central Review Bodies, monitoring incumbency rates in the field operations for positions in his or her occupational group, managing his or her assigned roster, developing shortlists for programme managers in the field operations and determining when outreach activities should be conducted to address gaps in the roster, especially in gender and geographic representation, and determining the mobility opportunities for staff members currently serving in the field so as to rotate staff among relevant duty stations.

The Conference encouraged the Secretariat to seek feedback from member countries on the conduct of the Regional Conference, with a view towards enhancing the organization and efficiency of future sessions, maximizing opportunities for exchange among ministers and other delegates, and striking a balance between discussion of technical issues and programme and policy matters.

This assessment involves judgment as to: (i) the likely future commerciality of the asset and when such commerciality should be determined; (ii) future revenues based on forecasted oil and gas prices; (iii) future development costs and production expenses; (iv) the discount rate to be applied to such revenues and costs for the purpose of deriving a recoverable value, and (v) potential value to future E&E activities of any geological and geographical data acquired.

In this context, many challenges would need to be addressed, in particular: the gap between the current competencies and skills and the competencies required in order to meet the Organization’s future needs, also affected by delays in the current recruitment processes of the Organization; the gender and geographical balance of staff; a regulatory framework in need of updating, including the Staff Regulations and Staff Rules and policies; the need for staff contracts to be aligned with the best practices within the UN Common System; and the need to enhance the efficiency and effectiveness of human resources processes.

Funding has been used to support projects aimed at introducing women’s rights and gender equality topics, as well as reducing inequality (competitions have included topics such as women’s entrepreneurship and raising employment among women, preventing violence against women and assisting of victims, measures to support reconciling work and family life, women’s rights and protecting them, overcoming gender barriers in choice of occupation and education, influencing decision-making on local level, participating in politics).

Government guarantee aside, in practice, in determining the interest levels, each borrower would be assessed individually against various relevant factors, including the borrower’s business, its operational and financial strength, the type and nature of credit facility, the loan amount and repayment tenor, the cost of funds to the bank, the type, quality and marketability of any security pledged and availability of personal guarantees, the borrower’s relationship with the bank, etc.

Some of the elements of a vision for a lowcarbon transport system could include: (a) dense, but green, and mixed-use cities that provide jobs, and shopping and leisure facilities close to people’s residential areas; (b) modern, high-quality links between the centres and good integration of long-distance hubs with local transportation; (c) high-quality alternatives to individual car use, in particular efficient public transport and good non-motorized transport infrastructure and its proper integration; (d) efficient, intermodal freight transport and smart urban logistics that also include clean vehicles; and (e) advanced technologies such as hybrid engines, alternative fuels or even electric motorbikes and cars.

That, as Hong Kong's economy remains in the doldrums with the unemployment rate rising to 5.3%, the Consumer Price Index falling for three consecutive years, and the worsening deflationary situation, while the fares of various public transport services remain high, and transport expenses account for a large proportion of the public's living expenses, this Council urges the Government to discuss with various public transport operators and encourage them to take account of their respective operating conditions and reduce their fares or offer concessions to passengers, thereby alleviating the burden on the public.

(m) To advance money by way of loan on any land or hereditament of any tenure, whether the same shall be wholly or partly built on or not, or on any messuages or tenements, or any estate or interest in any land or hereditaments, messuages or tenements, at such amount and at such rate of interest and upon such terms and conditions as the Company shall think fit and in particular to lend money to any person or persons, company or corporation undertaking to build on, or to develop or improve any property upon which this Company shall advance, or agree to advance money or in which it is interested.

It further noted that the FAO Council had stressed that any decision on closing the SSC hubs in Bangkok and Santiago must be preceded by in-depth study and analysis taking into account both efficiency and effectiveness concerns, and include consultations with the Regional Conferences as well as the Finance Committee.

A lack of transparency in that respect might (a) undermine trust and political support for individual public authorities and Government and State institutions in general, thus endangering the efficacy of public interventions and risking political instability; (b) provoke significant redistributions of wealth in ways that not only are unfair and, in some cases, possibly illegal, but also favour rent-seeking behaviour, act against fair competition and provide the wrong incentives for efficiency, innovation and competitiveness in general; and (c) prolong outdated practices and political institutions, including co-optation, corruption and the capture of public policies by specific industries or groups, delaying the modernization of State institutions and impeding overall economic, social and political development over the longer term.

The representative highlighted challenges in such areas as strengthening accountability, preventing the marginalization of women in security and political issues, promoting aid effectiveness through gender mainstreaming and strengthening alliances with Muslim women in the region.

Efforts at development of human capacities in least developed countries have been affected by high incidence of poverty, mass unemployment, high population growth rates, poor health and nutrition outcomes, as evidenced by high child and maternal morbidity and mortality rates and the high burden of undernutrition, the prevalence of communicable diseases, including HIV/AIDS, malaria, tuberculosis and polio, and the growing burden of non-communicable diseases.
