Regardless of the avenue through which victims are identified, whether at checkpoints, by frontline officers or through raids and other operations, once a person claims to be a victim of trafficking or is identified to be a victim due to the presence of elements of TIP, they will be treated as victims of trafficking.

The third scenario concerns persons abducted by armed groups who, because they were not identified or had taken uniforms or identification documents from police officers or soldiers, were incorrectly identified as members of the armed forces or security services.

All retrieved information is being carefully processed and analysed in full respect of its working modalities based on confidentiality, and in close cooperation with the relevant national entities, in the hope that it might lead to the identification of more human remains and potential gravesites.

Although the third report was viewed as less open to debate than the second report, some comments were nevertheless made that procedurally it would have been more appropriate to consider it after the Commission had reached definitive conclusions on the second report, the debate concerning which highlighted the fact that there were still a number of basic issues that needed to be resolved, bearing on the direction of the topic as a whole.
