The objectives of the amendments were manifold: (a) to streamline certain rules and ensure that they better translated the letter and spirit of the relevant provisions of the statute; (b) to ensure that the amended rules were consistent with other relevant rules; (c) to encourage, to the extent possible, cooperation with the Tribunal on the part of States and organizations, as well as the use of sources of sensitive information; (d) to meet the operational needs of the ongoing investigation; and (e) to protect the confidentiality of information during the investigative stage in order to ensure the effective conduct of the investigation and the protection of all relevant persons.

The Commission supported the conclusions of the Chairperson that the main solutions to the problems of participation were the strengthening of the Trust Fund and emphasis on FAO and WHO capacity building activities in developing countries, including regional workshops and STDF projects; encouraging co-hosting of Codex sessions; the use of mentoring mechanisms through intra-regional cooperation and exchange of experience, especially between Codex Contact Points; South-South cooperation; and timely distribution of documents in the official languages.

Apart from diversification of routes and implementation of joint projects to construct new offshore pipeline systems, another vital element of the new architecture of the European energy security is the creation of Trans-European Energy Networks, which focus on regional formation and other initiatives, such as the Atlantic Energy Security Initiative, that seek to create a collaborative network of public and private actors involved in developing and supporting energy development in the Atlantic basin and beyond.

(2) To continuously expedite the progress of internal resource integration through enhancing the integrated purchase and supply of Chinese medicine, raw materials in bulk, packaging materials and import stuffs, and strengthening the cooperation between the inter-group industrial and commercial enterprises, so as to enlarge the market share of products of the Group.

In response to questions from the floor, the representative of UNEP explained that the joint workshop for ozone officers and civil aviation officials would be funded through UNEP’s CAP and that the cooperation with Japan in the Climate Offset Mechanism was not a “costed” activity under the business plan.

Cooperation between the three signatories to the agreement was planned to promote work of trilateral employment councils, pay increased attention to the development of social programmes in the case of redundancies and develop principles for the functioning and funding of an in-service training and retraining system.

Specific examples include the ongoing partnership with the Google Map Maker team, which allows United Nations entities to access user-contributed geospatial data based on space-derived imagery provided free of charge and the cooperation with the Open Street Map volunteer community to access and contribute to the expansion of road network data.

In that regard, one delegation stressed the importance of intergovernmental processes and cooperation in connection with prevention, preparedness and post-disaster reconstruction.

While welcoming the Secretary-General’s report (A/66/220) on development cooperation with middleincome countries, CARICOM States were disappointed that it did not refer to the fact that the small island developing States in that category were open, vulnerable and heavily indebted, with deep and intractable pockets of poverty, and required assistance from the international community, including debt relief, concessions and assistance specifically tailored to increase economic and developmental space, in order to cope with their situation.

The Committee recommends that the Report continue to feature such elements as economic and social analysis of the impacts of disasters, descriptions of regional cooperation and analysis of the role of space applications and information and communications technology (ICT) in disaster risk reduction, in addition to new elements, such as (a) information on champions for disaster risk reduction, (b) social and psychological analysis, (c) coverage of community practices vis-à-vis global perspectives, (d) analysis of a possible linkage between the Hyogo Framework for Action and the Millennium Development Goals and (e) linkage to the Global Assessment Report on Disaster Risk Reduction.

The Meeting recalled the provisions of ESCAP resolution 66/10, whereby the Commission had called upon members and associate members, inter alia, “to ground universal access in human rights and undertake measures to address stigma and discrimination, as well as policy and legal barriers to effective HIV response, in particular with regard to key affected populations” and had requested the Executive Secretary to convene a highlevel intergovernmental meeting “to assess progress against commitments in the Political Declaration on HIV/AIDS and the Millennium Development Goals and efforts to ensure universal access, and identify areas for regional cooperation, in particular in such areas as policy and legal barriers to universal access and promoting dialogue between health and other sectors, including justice, law and order and drug control”.
