The Funding of this Agreement will not be modified on the basis of any future Executive Committee decision that may affect the funding of any other consumption sector projects or any other related activities in the Country.

When a newly independent State establishes its status as a party or as a contracting State to a multilateral treaty by a notification of succession, it shall be considered as maintaining any reservation to that treaty which was applicable at the date of the succession of States in respect of the territory to which the succession of States relates unless, when making the notification of succession, it expresses a contrary intention or formulates a reservation which relates to the same subject matter as that reservation.

All in all, as shown in the succinct presentation by main lines of action, the achievements of the various actions undertaken in the communication and the information programme indicate that, in general, during the 18 months of implementing document 31 C/5, substantial progress has been made towards reaching the three principal strategic objectives which the Medium-Term Strategy for 2002-2007 (31 C/4) assigns to the Programme: (i) promoting the free flow of ideas and universal access to information; (ii) promoting the expression of pluralism and cultural diversity in the media and world information networks; and (iii) promoting access for all to information and communication technologies, especially in the public domain.
