The key factors that facilitated the smooth implementation by SIAP of all planned activities for 2009 were: (a) the strong support of the host Government, Japan, which continued to provide the bulk of cash contributions, administrative and infrastructure support, and fellowships for all four SIAP-Japan International Cooperation Agency (JICA) Tokyo Metropolitan Area (TMA)-based training courses; (b) the strong support of many other member States: cash and in kind contributions from those member States increased in 2009 compared with their level in 2008; and (c) close collaboration with United Nations agencies and international organizations, which provided the opportunity to combine efforts and address effectively the diverse capability-building needs of developing member States in the region.

Thus, Israel joins the international community in its call for robust action against arms smuggling along the Syrian-Lebanese border, in accordance with the recommendations set out in the report of the Lebanon Independent Border Assessment Team II, transmitted by the Secretary-General in document S/2008/582.

At its sixty-third session, the General Assembly took note of the appointment by the Secretary-General of a new Coordinator for Multilingualism; requested the Secretary-General to ensure equal treatment for all language services and effective multilingual communication among representatives of Member States, including through simultaneous distribution of documents in all official languages; requested the Department of Public Information to improve actions taken to achieve parity among the six official languages on the United Nations website; and requested the Secretary-General to submit to it at its sixty-fifth session a comprehensive report on the full implementation of its resolutions on multilingualism (resolution 63/306).

It encouraged Chad to put into practice its willingness to promote all human rights, congratulated it on the efforts to make higher education accessible to all and for the commitment to improve progressively the social situation of students.

The Executive Committee encourages the Philippines to continue its path towards complete phase-out of Annex A and B substances in 2010 through completion of its national CFC phase-out plan, ongoing monitoring and public awareness raising activities; and, effective enforcement of policies to reduce incidences of illegal ODS trade, and early action to initiate activities for HCFC phase out.

At its sixty-fourth session, the General Assembly requested the Scientific Committee to continue its work, including its important activities to increase knowledge of the levels, effects and risks of ionizing radiation from all sources; requested the Scientific Committee to continue at its next session the review of the important questions in the field of ionizing radiation and to report thereon to the Assembly at its sixty-fifth session; and resolved to take a decision on the membership of the Scientific Committee once a decision on resource allocation had been made and after the fifty-seventh session of the Scientific Committee but no later than the end of the sixty-fourth session of the General Assembly (resolution 64/85).

The State party should further develop and strengthen ongoing educational programmes to ensure that all officials, including judges and prosecutors, public inspectors of places of detention, law enforcement personnel, security officers, members of the Village Guards and prison and immigration officials, are fully aware of the provisions of the Convention, the absolute prohibition of torture and that they will be held liable for any actions in contravention of the Convention.

In this context, many challenges would need to be addressed, in particular: the gap between the current competencies and skills and the competencies required in order to meet the Organization’s future needs, also affected by delays in the current recruitment processes of the Organization; the gender and geographical balance of staff; a regulatory framework in need of updating, including the Staff Regulations and Staff Rules and policies; the need for staff contracts to be aligned with the best practices within the UN Common System; and the need to enhance the efficiency and effectiveness of human resources processes.

He put the Consultation also in the context of the ongoing reform process of the Organization, in particular with regard to programming, and highlighted the recent revisions of the programme management cycle designed to ensure a more strategic and policy-focused approach and to facilitate a more rational allocation of programme resources between Headquarters and the field as well as between the various regions and clusters.

In this respect, the Latin America and the Caribbean region requests the Secretariat to provide them with information regarding the decentralization of funds specifying the amounts by cluster and programme.

Accountability includes achieving objectives and high-quality results in a timely and cost-effective manner, in fully implementing and delivering on all mandates to the Secretariat approved by the United Nations intergovernmental bodies and other subsidiary organs established by them in compliance with all resolutions, regulations, rules and ethical standards; truthful, objective, accurate and timely reporting on performance results; responsible stewardship of funds and resources; all aspects of performance, including a clearly defined system of rewards and sanctions; and with due recognition to the important role of the oversight bodies and in full compliance with accepted recommendations.

Member countries need to review the obligations of the international conventions together with their existing legislation and practices, and to adjust, as appropriate, their legislation, documentation and procedures relating to international road transport.

We believe that the reason such violations persist is due not to the incapacity of the almost fully integrated legal and humanitarian framework established by the United Nations and represented in international legal instruments on this issue — including the Fourth Geneva Convention of 1949 and its two Additional Protocols of 1977 and the resolutions and presidential statements issued by the Security Council on the protection of civilians — but lies rather in the non-compliance of some states parties with their respective obligations under these instruments and the selective approach in their implementation in some areas of conflict.

Governments must ensure the effective participation of women in the formulation of policies and decisions, implementation, monitoring, follow-up and evaluation of strategies aimed at the realization of the Istanbul Programme of Action.

By its resolution 65/310, the General Assembly welcomed the report of the Special Committee on Peacekeeping Operations (A/65/19), decided that the Special Committee, in accordance with its mandate, should continue its efforts for a comprehensive review of the whole question of peacekeeping operations in all their aspects, review the implementation of its previous proposals and consider any new proposals so as to enhance the capacity of the United Nations to fulfil its responsibilities in this field, and requested the Committee to submit a report on its work to the General Assembly at its sixty-sixth session.

Initiatives will build on partnerships and collaborations and explore the use of open innovation structures, networked innovation, and other forms of partnerships to accelerate their impact in developing countries.

The Commission endorsed in general the recommendations as contained in section II, trade and investment, of the subprogramme overview: Issues and challenges related to inclusive and sustainable economic and social development in Asia and the Pacific (E/ESCAP/68/2).

Building on the outcome of the 2008 mid-term review (E/ICEF/2008/18) and the in-depth review (E/ICEF/2010/9) of the MTSP, the report aims to (a) take stock of changes in the global context affecting children, including emerging issues; (b) review progress made towards achieving the Millennium Development Goals and commitments of the Millennium Declaration building on the discussions that took place at the General Assembly High-level Plenary Meeting on the Millennium Development Goals (“Millennium Development Goals Summit”), in September 2010; (c) identify and elaborate on key strategic shifts in the MTSP; and (d) present results in each focus area, based on lessons learned, analysis of progress and recent developments, and a review of management issues.

(e) To maintain the Arab momentum in the United Nations and its relevant organizations for activating international agreements relating to the protection of civilians in time of war and living under military occupation, with the aim of facilitating humanitarian work and providing the Palestinian people with health assistance; and to work for the lifting of the siege that had been imposed on the Gaza Strip by Israel.

The Committee recommends that the Report continue to feature such elements as economic and social analysis of the impacts of disasters, descriptions of regional cooperation and analysis of the role of space applications and information and communications technology (ICT) in disaster risk reduction, in addition to new elements, such as (a) information on champions for disaster risk reduction, (b) social and psychological analysis, (c) coverage of community practices vis-à-vis global perspectives, (d) analysis of a possible linkage between the Hyogo Framework for Action and the Millennium Development Goals and (e) linkage to the Global Assessment Report on Disaster Risk Reduction.
