In the light of the General Assembly’s decision to approve the Secretary-General’s proposal for a cost-sharing arrangement based on the total number of staff members in the Secretariat and the funds and programmes, the Advisory Committee recommended that the Secretary-General should be requested to pursue and conclude discussions on an arrangement based on headcount.

This concentration of effort has also enabled UNESCO to regain a degree of international “leadership” in these five fields, as is witnessed by, inter alia: the recognition (gradual and difficult, but real) of its role of general coordinator of the Education for All movement, after Dakar (April 2000); recognition, too, of its primary responsibility for the evaluation and monitoring of the state of water resources worldwide; its role as “lead agency” for all questions relating to bioethics within the United Nations system; its role of principal authority, in both normative and operational terms (in Afghanistan, Iraq and elsewhere), with respect to the preservation of the cultural heritage; lastly, its role as the unique institution promoting dialogue, between government and civil society, in all matters relating to the defence of freedom of expression and the organization of knowledge societies.

Please describe the relevant training given to law enforcement officers; the number and types of persons convicted under such legislation; the legal safeguards and remedies available to persons subjected to anti-terrorist measures, in law and in practice; whether there are complaints of non-observance of international standards; and the outcome of these complaints.

UNESCO strengthened capacities of Member States in sub-Saharan Africa to improve the quality of teaching and increased the number of qualified teachers needed to achieve the EFA goals and strengthened teacher-training institutions through pro-active assessments of main institutions and resulting plans for improvement; disseminating new policy-oriented indicators; identifying teacher and qualification, shortages, drop-outs, gender inequities; and raising awareness of the importance and professionalism of the teacher profession.

Recognizing the need for UNESCO to strengthen its role as global leader in education, and with a view to accelerating progress towards the EFA goals and initiating preparations for 2015 and beyond, the internal consultation process identified key principles that will underlie the work of the Education Sector in the coming years.
