In order to accommodate the increase in demand for vehicles to transport MINUSTAH personnel between Port-au-Prince and the regions, which is attributable to the reduction in the number of aircraft and flight hours in line with the partial drawdown of the Mission’s surge capacities, it is proposed that nine Drivers (1 national General Service post and 8 temporary national General Service positions) be redeployed from the Supply Section.

The strategy document will focus on police, rule of law, disarmament, demobilization and reintegration, security sector reform and mine action activities and will seek to assist field operations to establish priorities for implementing complex mandates and sequencing their activities in these critical areas; and assist with the rule of law and security-related components of field operations to better allocate their resources and define their capability and resource gaps.

An amount of $152,000 is proposed for travel to participate in: peacekeepingrelated seminars, conferences, workshops and coordination meetings with World Bank officials in order to exchange on lessons learned on disarmament, demobilization and reintegration, the annual Inter-Agency Working Group on Disarmament, Demobilization and Reintegration, which seeks to coordinate and harmonize the efforts of all United Nations actors on disarmament, demobilization and reintegration, and coordination meetings with African Union officials in Addis Ababa ($29,400); the Secretary-General’s annual retreat and a workshop at the Kofi Annan Training Centre in Accra ($22,700); seminar and workshops related to the different aspects of the police involvement in peacekeeping, support to national authorities and international policing ($92,300); and the annual meeting on juvenile justice ($7,600).

In this context, the Special Rapporteur makes a number of recommendations to the Government, including the need to address the persistence of racial discrimination and xenophobia and the lack of legislation that manifestly prohibits these conducts, the exploitation of migrants in the labour sector, the lack of interventions by the judiciary and police to protect migrants’ rights, the strict policy of detention and deportation of irregular migrants, the difficulties for migrant children to access educationeither inJapanese or foreign schools, and the overall lack of a comprehensive immigration policy that respects the human rights of migrants and ensures their integration into the Japanese society.

Other positive measures had been taken in the areas of disarmament, demobilization and the reintegration of children, the demobilization of women soldiers, the training of former child-soldiers, the strengthening of peace and the elimination of supplementary police forces.
