The secretariat shall assemble all proposals sent in by members of the Council, other Member States of UNESCO and the international organizations concerned with regard to the formulation of the international projects under the MAB Programme, and shall prepare them for examination by the Council; it shall maintain liaison with the national committees established by Member States for the execution of the MAB Programme in accordance with the invitation contained in 16 C/Resolution 2.3131 adopted by the General Conference at its sixteenth session, and inform them of the Council’s recommendations.

(j) The work programme of the University is based on the recommendations and suggestions made by the Council of Arab Ministers of the Interior, proposals from conferences and symposiums organized by the University and recommendations emerging from events in the Arab world or other international events which have been presented to the university by experts involved in security organizations and the administration of criminal justice in Arab countries.

As an example of its commitment to follow up on the recommendations made by States in the context of the universal periodic review, at the fifteenth session of the Council (September 2010), our country voluntarily submitted an advance report on compliance with the recommendations made to Argentina, which summarizes briefly in a table the actions taken to date to comply with the recommendations of the Working Group, as one more sign of its support for this mechanism.

Nevertheless, courts in Southern Sudan have in appropriate cases given judicial notice to international instruments which Sudan has ratified or acceded to even though these have not been reduced into domestic legislation.

(d) A document summarizing submissions received from Parties, United Nations organizations and relevant intergovernmental and non-governmental organizations, as well as relevant stakeholders, on the subject of possible elements of a successor work programme on Article 6 of the Convention.

It summarizes the ongoing and proposed responses of the secretariat in moving towards the Commission’s long-term vision of an international integrated intermodal transport and logistics system, with the Asian Highway and Trans-Asian Railway networks as the major building blocks and dry ports as an additional important component that would support the development of the two networks.

Additionally, the secretariat provides a summary of evaluation reports mandated by the Commission, through a resolution, as separate pre-session documents either under the agenda item on Management issues if the evaluation focuses on a cross-cutting theme, modality or service, or under the agenda item of a relevant subprogramme if the evaluation relates directly to the work of a particular subprogramme.

The Chair summarized the principle changes to the Internal Oversight Charter as follows: a refined definition of the independent status of the Director, IAOD; clarification of IAOC oversight of IAOD workplans; access for the IAOD Director to the Coordination Committee Chair; modifications to provisions on follow-up on oversight recommendations to bring them in line with best practices; facilitated access for Member States to IAOD audit and evaluation reports; access for the External Auditor and the IAOC to investigation reports; provision for any investigation reports concerning the Director General to be copied additionally to the Chair of the Coordination Committee; reporting by the Director, IAOD to the PBC in writing; IAOC consultation on the selection process for the Director, IAOD; and, endorsement by the Coordination Committee and the IAOC on the appointment, replacement or dismissal of the Director, IAOD.

We have also recommended the next-term Government to follow up actively and consider the relevant proposals seriously.

To address this bottleneck, the Evaluation Office, in partnership with the Division of Human Resources and the regional offices, is developing an online self-learning induction programme, covering the governance of the evaluation function at country level and providing core skills to manage and use evaluations, with a particular focus on humanitarian settings.
