The following supporting actions were also identified: (a) to enhance the collection, analysis and dissemination of operational information in the region for target-oriented intervention actions; (b) to enhance forensic information capacity in the region; (c) to apply advanced investigative techniques; (d) to establish effective container control programmes at ports of entry (including railway and dry ports) in the region and; (e) to prevent the misuse of the 1975 TIR Convention and the Afghan Transit Trade Agreement by ensuring that national legislation and regulations are assessed and brought in line with the provisions of those agreements.

2.6 On 9 June 1999, the National Human Rights Observatory wrote to Kamel Djebrouni’s family informing them that efforts to trace him had failed nor was he wanted by the security services or been arrested by them, as indicated in the report forwarded by the gendarmerie on 15 September 1998, just two days after they had interviewed the family and witness.

As a result of operations conducted in CIS countries in 2008 and 2009, more than 61,000 crimes had been investigated, over 12,000 wanted persons had been arrested, the activities of 341 criminal groups had been stopped, 42 members of extremist religious organizations had been arrested, 6,800 firearms and more than 10.9 tons of narcotic substances had been seized, 36 drug laboratories had been shut down and 76 channels for illegal migration cut off.

Recognizing once again the interconnected nature of the challenges in Afghanistan, reaffirming that sustainable progress on security, governance, human rights, the rule of law and development, as well as on the cross-cutting theme of counter-narcotics, is mutually reinforcing, and welcoming the continuing efforts of the Government of Afghanistan and the international community to address these challenges in a coherent manner

Examples were given of national, bilateral, regional and international programmes to further socio-economic and sustainable development, notably in the following areas: agriculture and fishery; climate change monitoring; detecting illegal crops and opium poppy cultivation; early warning of and response to natural and man-made disasters; geology; humanitarian relief; hydrology; managing ecosystems and natural resources; mapping biodiversity resources, coastal zones, land use, wasteland and wetlands; monitoring air quality, desertification, droughts, food security, deforestation, the ionosphere and weather; oceanography; rural development and urban planning; and search and rescue efforts.
