Taking into account that, pursuant to Security Council resolution 1973 (2011), the States taking part in the military operation against Libya shall coordinate their actions closely with the Secretary-General and inform him immediately of the measures they are taking to implement the resolution, the State Duma requests President Medvedev of the Russian Federation to instruct the Ministry of Foreign Affairs to continue to make every possible effort in the Security Council to ensure that its implementation of the resolutions concerning Libya is strictly in keeping with the stated humanitarian goals, the Charter of the United Nations and the generally accepted principles and norms of international law.

In its present form the list of approved Fathers comprises Cyprian, Gregory Nazianzen, Basil, Athanasius, Chrysostom, Theophilus, Hilary, Cyril of Alexandria (wanting in one manuscript), Ambrose, Augustine, Jerome, Prosper, Leo ("every iota" of the tome to Flavian is to be accepted under anathema), and "also the treatises of all orthodox Fathers, who deviated in nothing from the fellowship of the holy Roman Church, and were not separated from her faith and preaching, but were participators through the grace of God until the end of their life in her communion; also the decretal letters, which most blessed popes have given at various times when consulted by various Fathers, are to be received with veneration".

Every person who finds any article or object in or upon any bus or vehicle of the North-west Railway or any part of the railway premises shall hand over the same to an official as soon as is practicable and no person other than an official shall remove from any bus or vehicle of the North-west Railway or any part of the railway premises any property lost or left behind therein, save for the purpose of handing over the same as soon as is practicable to an official and all articles or objects so found shall as between the finder and the Corporation be deemed to be in the possession of the Corporation.

Specific activities that assisted countries in relation to terrorism targeted at food products included: (a) capacity-building (training courses, projects) concerning food safety, animal and plant health, including promotion of risk analyses and developing base-level capacity to ensure national ability to monitor, diagnose, report and respond to pest and disease outbreaks; (b) the standard setting work of the Codex Alimentarius Commission and the International Plant Protection Convention; (c) the establishment of a Food Chain Crisis Management Framework for prevention, early warning, preparedness and response to food chain crises caused by transboundary animal and plant pests and diseases, food safety threats and emergencies, as well as nuclear and radiological threats and emergencies; and the organization of international forums to discuss biological risk management in relation to food and agriculture.

In that connection, the Legal Counsel has informed me that, after the established deadline for nominating candidates, the following additional submissions were received from several national groups, all of which relate to the candidates already nominated by other national groups appearing in documents A/66/182, A/66/183 and A/66/184: Tsvetana Kamenova (Bulgaria) has been nominated also by the national group of Malta; Abdul G. Koroma (Sierra Leone) has been nominated also by the national group of Malta; Mr. Hisashi Owada (Japan) has been nominated also by the national groups of Colombia, the Democratic Republic of the Congo, El Salvador, India, Liechtenstein, Malta and Romania; Julia Sebutinde (Uganda) has been nominated also by the national group Romania; Peter Tomka (Slovakia) has been nominated also by the national groups of Liechtenstein and Romania; and Xue Hanqin (China) has been nominated also by the national groups of India, Liechtenstein and Romania.

Regarding funding support for the arts groups, members in generally considered that the Administration should (a) ensure a reasonable and fair distribution of funding resources amongst arts groups; (b) review the existing mode of subsidy for the major performing arts groups to avoid stifling the development of non-subvented commercial arts groups; (c) provide more funding for the support of small and medium sized arts groups and budding artists; (d) explore means to minimize staffing and administrative expenses in the operation of arts programmes so that the savings could be re-allocated to the use of arts development; (e) examine the effectiveness of the current funding policy in achieving the policy goals, such as encouraging diversified and balanced development of arts and culture; and (f) consider increasing its overall allocation of funding for culture and the arts, given the imminent need to achieve the vision of the West Kowloon Culture District project.

In the Medical Services Section, the establishment of 15 additional national posts (6 National Officers and 9 national General Service staff) is proposed, as the Section has over the past years expanded the services it provides, which include round-the-clock operation of the UNOCI headquarters clinic, which is now functioning at level I-plus rather than the previous level I; patients are followed up at their homes after discharge from level III hospitals; patients are regularly visited in the 11 level III hospitals in Abidjan and in Sector West and Sector East; doctors in the regional headquarters perform outreach activity by visiting remote offices twice a week; support is provided to the Government during important functions and to the United Nations country team as part of the United Nations integrated framework; and medical support is proposed to be provided eight hours a day at the logistics base in Koumassi as opposed to the current two hours a day.
