In contrast to the general satisfaction for the way in which UNESCO’s Programme and Budget has moved towards a more structured presentation facilitating management and decisionmaking, some participants expressed concern about the negative consequences that such a thrust might have on the quality of the document itself, when assessing its intellectual quality and appeal.
