Changing demographics and poor technological and socio-economic conditions, unplanned urbanization, development within high-risk zones, underdevelopmentand poor infrastructure, weak adaptive capacity, environmental degradation, climate variability, climate change, exposure to geological hazards, competition for scarce resources, and the impact of epidemics such as HIV/AIDS, malaria and tuberculosis all increase the vulnerability of least developed countries to natural hazards.

In this regard, we consider it inadvisable to subject part of the public to unequal treatment because of economic reasons.

In addition to the steps covered in those two reports, the Government of Iraq has taken a number of other measures in observance of international disarmament and non-proliferation standards and in keeping with the Constitution of Iraq, article 9, paragraph (e), which states that the Iraqi Government shall respect and implement Iraq’s international obligations regarding the non-proliferation, non-development, non-production and non-use of nuclear, chemical and biological weapons, and shall prohibit associated equipment, materiel, technologies and delivery systems for use in the development, manufacture, production and use of such weapons.

Participants suggested that UNESCO should support activities aimed at the unification of Africa and at inter-ethnic and interreligious dialogue in certain subregions of Africa and should also initiate action to help prevent conflicts through activities in education and communication.

All cases of incomplete information and data inconsistencies in PCRs received in 2003 and 2004 have now been resolved, while this process still continues with UNDP and the World Bank (for some PCRs received in 2005) (see Table V in Annex I), with several agencies for PCRs received in 2006 (see Table VI in Annex I), the World Bank for PCRs received in 2007 (see Table VII in Annex I), several agencies for PCRs received in 2008 (see Table VIII in Annex I), UNDP for PCRs received in 2009 (see Table IX in Annex I) and with several agencies for PCRs received in 2010 (see Table X in Annex I).

In this connection, it must be stressed that Occupied East Jerusalem continues to suffer extensively from the extremism and the provocations of the occupying Power and its settlers, as well as the constant threats and incitement by right-wing Israeli Government officials, who continue to make provocative and reckless declarations and claims regarding holy sites in the occupied city, particularly with regard to Al-Haram Al-Sharif (the Noble Sanctuary) in the Old City.

Hence, Algeria welcomes the announcement made today by the Secretary-General andthe three sponsors of the resolution on the Middle East adopted at the 1995 NPT Review and Extension Conference, in consultation with the States of the region, of the appointment of Mr. Jaakko Laajava as facilitator and of Finland as the host country for the 2012 conference on the establishment in the Middle East of a zone free of nuclear and all other weapons of mass destruction, in accordance with the action plan adopted at the 2010 NPT Review Conference.

The States members of the Rio Group, as part of the first densely populated area declared a nuclearweapon-free zone through the Treaty of Tlatelolco about 40 years ago, welcome the convening of the Second Conference of States Parties and Signatories to Treaties that Establish Nuclear-Weapon-Free Zones and Mongolia to consider ways and means to enhance consultations among States parties and signatories, treaty agencies and other interested States, with the aim of promoting coordination and convergence in the implementation of the provisions of these treaties and in strengthening the regime of nuclear disarmament and non-proliferation.

In that connection, we emphasize the need to develop methods for monitoring acts committed against civilians during armed conflicts and the need for measures to be taken to persuade all countries and parties to conflicts throughout the world to fulfil their commitment not to target civilians and to protect their lives, property and legitimate interests without applying double standards, bearing in mind the need to fully respect the sovereignty of States and the principle of non-interference in their internal affairs.

Efforts to end all forms of violence against women must consider not only how individual lives are affected by the immediate impact of abuse, but how structures of discrimination and inequality perpetuate and exacerbate a victim’s experience.

As the Palestinian civilian population continues to be subjected to Israel’s indiscriminate, excessive and disproportionate use of force by means of tanks, F-16s, helicopters and other heavy weapons, including white phosphorous shells and dense inert metal explosive bombs, the profound human suffering continues to mount, as the people of Gaza have nowhere to run and nowhere to seek refuge.

In the modern world, the concept of security went well beyond the accumulation of armaments; the compelling security challenges emanating from climate change, poverty and underdevelopment, pandemic disease and terrorism threatened the very existence of a large part of the world’s population.

[...] [...] national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special [...][...]

In the context of education, activities focus on the following areas: (a) violence against children as a follow-up to the recommendations contained in the World Report on the Violence against Children (2006), with an added emphasis on gender dimensions of such violence, the role of religion and culture in its prevention, and the promotion of non-violent, participatory practices and support services; (b) inclusive education, with the aim of promoting an educational system that answers the needs of a diverse group of pupils, paying particular attention to the excluded and marginalized; (c) governance and inequality, looking at how good governance in education can reduce disparities based on wealth, location, ethnicity, gender and other grounds; (d) textbook revision to promote peace-oriented approaches taking into account new education challenges related to quality.

This hyperspectral data will enable meteorologists to provide better daily forecasts, predict severe weather and atmospheric instability more accurately, and improve location and storm tracking and analysis of the intensity of hurricanes and typhoons, resulting in earlier evacuations that can improve the preservation of lives and property.

At the 15th meeting, on 22 October, the representative of Mexico, on behalf of Brazil, Chile, Colombia, Costa Rica, the Dominican Republic, Ecuador, Egypt, El Salvador, Estonia, Guatemala, Haiti, Honduras, Hungary, India, Japan, Mexico, Monaco, New Zealand, Nicaragua, Nigeria, Pakistan, Panama, Paraguay, the Philippines, Poland, South Africa, Spain, Sweden, the former Yugoslav Republic of Macedonia, Trinidad and Tobago, Turkey, the United Kingdom of Great Britain and Northern Ireland and Uruguay, introduced a draft resolution entitled “United Nations study on disarmamentand non-proliferation education” (A/C.1/63/L.52).

We underline the need to follow up on the discussions held and recommendations made at previous meetings on the implementation of the Programme of Action, including the Third Biennial Meeting of States (2008), the Fourth Biennial Meeting of States (2010) and the Open-ended Meeting of Governmental Experts (2011), and on related topics taken up by the General Assembly over the past decade, such as the negative humanitarian and development impact of the illicit manufacture, transfer and circulation of small arms and light weapons (see resolution 60/68) and promoting development through the reduction and prevention of armed violence (see resolution 63/23 and document A/64/228).

The States members of the Organization of American States (OAS) adopted resolution AG/RES. 2533 (XL-O/10) entitled “Disarmament and non-proliferation in the hemisphere”, bearing in mind the determination of the international community to promote and adopt specific measures to foster a culture of peace and non-violence in all countries of the world and the significant contribution that disarmament and non-proliferation education can make in adopting such measures, and recalling that, in the Declaration on Security in the Americas, the States reaffirmed their commitment to arms control, disarmament,and the non-proliferation of all weapons of mass destruction.

In its decision 1997/232, the Economic and Social Council decided that the Commission on Crime Prevention and Criminal Justice, in addition to plenary meetings, should be provided with full interpretation services for a total of 12 meetings for informal consultations on draft proposalsand for meetings of openended working groups, with the precise allocation of time for the different types of meetings to be determined by the Commission under the agenda item entitled “Adoption of the agenda and organization of work”, on the understanding that no more than two meetings would be held concurrently, in order to ensure maximum participation of delegations.

The preamble stresses the “equal and inalienable rights of all” and the Covenant expressly recognizes the rights of “everyone” to the various Covenant rights such as, inter alia, the right to work, just and favourable conditions of work, trade union freedoms, social security, an adequate standard of living, health and education and participation in cultural life.

The Organic Law on Education defines the aims of education as follows: (a) to develop each human being’s creative potential for the full exercise of his or her personality and citizenship; (b) to develop a new political culture grounded in proactive participation and action to strengthen the power of the people; (c) to develop individuals on the basis of a geohistorical approach aimed at instilling awareness of their nationality and sovereignty; (d) to promote respect for human dignity and training informed by the ethical values of tolerance, justice, solidarity, peace, respect for human rightsand non-discrimination; (e) to encourage the growth of ecological awareness with a view to preserving biodiversity and social diversity; and (f) to educate pupils in, by and through liberating social work from an integral standpoint.

From production throughout shipment to storage and retail, they should also take measures to prevent products from light exposure by means of proper containersand covering boxes; and tominimise heat exposure by maintaining the correct cold chain, preferably at or below 20°C and critically not above 38°C, by means of appropriate insulated containers, to be coupled with shipping schedules and storage facilities; and to keep stock according to the first-in-first-out principle.

As it had already been reviewed by the Secretariat, however, it could be approved exceptionally on the understanding that, in the future, projects that were not in the business plans would not be reviewed by the Secretariat or placed before the Executive Committee, unless there was some urgentand compelling reason for doing so.

The members of the Security Council agreed on a statement to the press in which they welcomed the conclusion of a largely peaceful and orderly voting period for the Southern Sudan referendum; deplored the violence that had occurred in Abyei and reiterated their deep concern about the absence of an agreement on Abyei; stressed the importance of continued implementation of the Comprehensive Peace Agreement and urged the parties to reach an agreement on Abyei and other critical issues; expressed their deep concern at the increase in violence and insecurity in Darfur and urged all partiesto cease hostilities; recalled the importance of ending impunity and of justice for crimes committed in Darfur; and reaffirmed support for the peace process for Darfur led by the African Union and the United Nations.

However, being held in inhuman, degrading conditions, with no access to proper medical care or to one’s medical file and no chance of a fair trial, does constitute torture and cruel and unusual treatment or punishment.

The Conference requested FAO, in collaboration with other relevant international organizations, to assist member countries in collecting and analyzing reliable data and information on climate change impacts, especially at local levels, and on emissions from different agricultural production systems, to support planning and informed decision making.
