The same resolution also called upon the “Kosovo Albanian leadership to enter immediately into a meaningful dialogue without preconditions and with international involvement, and to a clear timetable, leading to an end of the crisis and to a negotiated political solution to the issue of Kosovo”; demanded that “the Kosovo Albanian leadership and all others concerned respect the freedom of movement of the OSCE Verification Mission and other international personnel”; “[i]nsist[ed] that the Kosovo Albanian leadership condemn all terrorist actions”; and demanded that the Kosovo Albanian leadership “cooperate with international efforts to improve the humanitarian situation and to avert the impending humanitarian catastrophe” (resolution 1203 (1998), paras. 5, 6, 10 and 11).

Internationally, there is a continuing need to find a space to safeguard archives in two situations: first, when a conflict is taking place or appears imminent, and records may be destroyed; second, where records will likely be destroyed by environmental problems, such as mould, vermin or natural disasters.

It is not only the threat from Islamic radicalization or home-grown terror that is imminent in the Maldives, but also various other threats that have their roots in the terror situation in the neighbouring region as well as the whole world and also various other concerns that might lead to unrest in the country.

Future generations should not be burdened by the current excessive energy consumption; lifestyle change was therefore imperative.

While unquestioned support for problem regimes such as Sudan has been useful to state companies in signing initial energy agreements, it is less helpful in securing Beijing’s long-term energy interests, especially as it is confronted with mounting risks to its investments, citizens and security.

There is a pressing need to create a central ministerial-level body with the authority and resources to manage energy security and effectively regulate energy policy and goals as well as reconcile competing interests between the vast state bureaucracy and state-owned companies.

We need a continuation of negotiations, the implementation of commitments on the ground and a strategy for de-escalating tensions and addressing the urgent humanitarian needs in Gaza.

In order to fulfil various recommendations, including those in the Convention on the Rights of the Child, the legislation of 16 December 2008 on assistance to the child and the family (Official Gazette A-No. 192 of 22 December 2008) makes reference, for example in article 2, paragraph 3, to the important principle incorporated in Luxembourg legislation of prohibition of all forms of violence, including within families and educational communities: “Within families and educational communities in particular, physical and sexual violence, intergenerational sexual transgressions, inhuman and degrading treatment and genital mutilation are prohibited.

As noted above, there is a pressing need to develop a mid-term and longterm human resources strategy to deal with the increase in expected retirements in the next few years.

Moreover, in turbulent economic times, trade protectionism remains a risk, and an immediate challenge is therefore to achieve a strengthened and sustained inclusive and resilient multilateral trading system.

In that regard, my delegation supports the Secretary-General’s recommendation, set out in his 20 October 2008 report on the Sudan (S/2008/662), that the Security Council consider holding a thorough debate on provisions related to the protection of civilians in imminent danger.

If the problem is immediate then, as has been said many times, a pension scheme is not the solution, and even if the problem is in the future, a pension scheme is not the answer because there is no way to guarantee, nor is it likely based on historical evidence, that it will produce enough money to provide adequately for the needs of a person when he retires.

The MINURSO mandate is thus de facto restricted to monitoring the ceasefire, and since the original mandate anticipated an imminent referendum, the Security Council’s instructions on ceasefire monitoring were general in nature.

When because of the imminence of the threat the police had no choice but to shoot a resisting suspect, such action could be considered justified as an act of private defence, because the purpose was to save life, and the life of an innocent party took priority over that of the aggressor.

The Frente Popular para la Liberacíon de Saguía el-Hamra y de Río de Oro (Frente Polisario) wrote a number of letters to me alleging violations of the protesters’ human rights by Morocco, and called for my intervention to prevent “an imminent humanitarian catastrophe” and for the establishment of a United Nations mechanism to protect human rights in Western Sahara.

These include problems regarding the sustainability of public finances in developed economies, the remaining vulnerability of the private financial sector, continued high and volatile commodity prices, and the still looming risk of a collapse of the United States dollar.

We believe that the program's mission to create more stable and harmonious US-China relations by promoting these enduring people-to-people connections is most pressing, with such great, far-reaching consequences beyond the betterment of both countries.
