At the 2010 NPT Review Conference, Japan and the United Nations University (UNU) submitted a joint working paper on their efforts in disarmament and non-proliferation education (NPT/CONF.2010/WP.6, available at www.un.org/ en/conf/npt/2010/workingpapers.shtml). Japan and UNU expressed their commitment to work cooperatively with civil society, and appealed to the international community to take concerted actions to strengthen partnerships with civil society in promoting disarmament and non-proliferation education and make progress towards a world without nuclear weapons.

Furthermore, the abrupt surge in the number, scope and size of peacekeeping operations and in the demand for them has also exposed questions such as how to better reconcile the confluence of local peacekeeping and conflict prevention and resolution, preventive diplomacy, peacemaking and peacebuilding within the collective framework of preventing the recurrence of conflict and ensuring a smooth transition to durable peace, security and sustainable development.

Hence the need to deepen and promote intercultural and interreligious dialogue and respect for cultural rights, which are an integral part of human rights, in order to forge a society attentive to religious sensitivities worldwide, which constitute a vital form of expression of each culture.

Given the pre-eminent role that the founders of UNESCO intended nongovernmental organizations to play, this partnership bears witness to the importance of the work of those organizations alongside government-sponsored action in international cooperation in the service of peoples for development, equality, international understanding and peace.

On 7 August 1987, the Presidents of Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua signed the accord known as Esquipulas II, in which they committed themselves to initiating national dialogue processes aimed at ending internal hostilities, holding free and fair elections and forging a peaceful and democratic future.

The outcomes of third ASEAN-UN Summit led to further strengthening of the coordination mechanism between ASEAN and the UN, including steps for: (1) exchange of experiences and best practices through a series ofASEAN-UN seminars, workshops and training activities on issues such as preventive diplomacy, peacekeeping and peacebuilding; (2) the preparation and implementation of a joint "ASEAN-UN Strategic Plan of Action on Disaster Management 2011-2015", as called for in the Joint Declaration on ASEANUN Collaboration in Disaster Management adopted by the Summit; and (3) cooperation to support the implementation of Work Plan II of the Initiative for ASEAN Integration and the Master Plan on ASEAN Connectivity.

As stated in the Secretary-General’s report on the progress of training in peacekeeping (A/65/644 and Corr.1, para. 26), the Department of Peacekeeping Operations and the Department of Field Support are engaged in discussions with UNITAR and the United Nations System Staff College on an agreement to leverage the comparative advantages of the Institute and the Staff College in the areas of instructional design and delivery methodologies to ensure quality, accessibility and cost-effectiveness in delivering the peacemaking curriculum.

Regional mandates that guide the subprogramme include the Biwako Millennium Framework for Action towards an Inclusive, Barrier-free and Rights-based Society for Persons with Disabilities in Asia and the Pacific, the Plan of Action on Population and Poverty adopted at the Fifth Asian and Pacific Population Conference, the Macao Plan of Action on Ageing for Asia and the Pacific, the Bangkok Declaration on Beijing+15 (adopted by the Asia-Pacific High-level Intergovernmental Meeting to Review Regional Implementation of the Beijing Platform for Action, and its Regional and Global Outcomes) and other relevant Commission resolutions pertaining to social development.

In this regard, respect for freedom of expression and respect for religious beliefs and symbols were two inseparable principles that went hand in hand to build peace and established a dialogue among cultures, civilizations, religions and peoples.

Such missions varied considerably in their mandate, size and duration, ranging from good offices, led by a senior representative of the Secretary-General without a permanent presence in the field, to field missions led by representatives carrying out peacemaking, peacebuilding or monitoring/observation activities or heading integrated missions, sanctions/monitoring bodies based at Headquarters and regional field presences requested to provide an integrated and coordinated approach to multifaceted problems.
