Mexico considered Barbados to be an outstanding example within the Caribbean region and appreciated its sharing of experience during various regional seminars.

The international conference in Tashkent, which marked an important stage in the preparations for the World Water Forum, was attended by more than 350 experts, prominent scientists, environmentalists and water management specialists from 32 countries, aswell as representatives of some 30 influential international organizations and financial institutions, including the United Nations and its agencies, the World Water Council, the Global Water Partnership, the World Bank, the Asian Development Bank, the Economic Commission for Europe, the International Fund for Saving the Aral Sea, the United States Agency for International Development (USAID), the International Commission on Irrigation and Drainage, the International Commission on Large Dams and other bodies.

Progress has been made in this sense through systematic missions, implementation of activities through and with national counterparts, strengthened communication and coordination with National Commissions, systematic participation of all countries in cluster programme activities, etc. In the field of culture, in several cases the Office developed and adapted methodologies and strategies that were tested at the cluster level and will become available for replication by other cluster offices, e.g. the UNESCO Seal of Excellence for Handicrafts, the identification of Places of Memory, and the establishment of national systems for the proclamation of Living Human Treasures.

The Committee for the United Nations Population Award selected the Asian Forum of Parliamentarians on Population and Development in recognition of its pioneering achievements in: (a) developing the role of parliaments in the Asia and the Pacific region to achieve the goals of the International Conference on Population and Development through national parliamentary committees on population and development, which have become a worldwide model; (b) contributing to the establishment of regional parliamentary forums in Africa and Europe; (c) promoting parliamentary action on population and development issues by facilitating dialogue within and among parliaments; and (d) strengthening the knowledge and capacity of parliamentarians to advocate, initiate and adopt legislation on population and development, reproductive health, family planning, HIV and AIDS, poverty, youth issues, gender equality and the elimination of violence against women.

We find reasonable the ideas put forward by Mr. Jack Lang, the Special Adviser to the Secretary-General on Legal Issues relatedto Piracy off the Coast of Somalia, in his recent report (S/2011/30, annex), including the proposal to establish a system of Somalia courts comprising a specialized court in Puntland, a specialized court in Somaliland and a specialized extraterritorial Somali court outside the country.

We believe and strongly support a multidimensional response to the problem of piracy off the coast of Somalia that includes tackling the root causes of the problem, improving the current responses and embracing new economic, security and jurisdictional/correctional solutions, including an extra-territorial specialized court in the region, as proposed in the recent report (S/2011/30, annex) presented by Special Adviser to the Secretary-General Jack Lang.

The present report highlights progress made towards the College’s optimal goal of becoming a centre of excellence for the United Nations system’s internal learning and training, while providing concrete examples of the College’s efforts to respond to the important invitation, made by the General Assembly in resolution 60/214, to foster a cohesive management culture across the United Nations system, reinforce system-wide coherence through its unique inter-agency approach to training, further strengthen its engagement in knowledge-sharing and support the internationally agreed development goals in the areas of development, peace and collective security.
