Some States called for taking far greater account of the needs of and challenges to be met by small island developing States and young people, as the former were confronted with greater vulnerability to the challenges and threats of climate change and environmental disaster, and the latter with problems of unemployment and, in some regions of the world, constantly rising levels of violence.

In the Medical Services Section, the establishment of 15 additional national posts (6 National Officers and 9 national General Service staff) is proposed, as the Section has over the past years expanded the services it provides, which include round-the-clock operation of the UNOCI headquarters clinic, which is now functioning at level I-plus rather than the previous level I; patients are followed up at their homes after discharge from level III hospitals; patients are regularly visited in the 11 level III hospitals in Abidjan and in Sector West and Sector East; doctors in the regional headquarters perform outreach activity by visiting remote offices twice a week; support is provided to the Government during important functions and to the United Nations country team as part of the United Nations integrated framework; and medical support is proposed to be provided eight hours a day at the logistics base in Koumassi as opposed to the current two hours a day.

During this session, the SHS and SC Commissions examined the resolution proposed in document 35 C/COM SC/DR.1 (submitted by: Austria, Belgium, Plurinational State of Bolivia, Burkina Faso, Congo, Democratic People’s Republic of Korea, Denmark, Djibouti, Dominican Republic, Finland, Iceland, Libya, Lithuania, Luxembourg, Madagascar, New Zealand, Netherlands, Norway, Palau, Papua New Guinea, Poland, Portugal, Samoa, Senegal, Slovenia, Sweden, Tuvalu, Uruguay; co-sponsored by: Barbados, Costa Rica, Germany, Kazakhstan, Latvia, Lebanon, Malaysia, Monaco, Pakistan, Solomon Islands, Suriname, and Zambia), requesting the Director-General to strengthen UNESCO’s specialized capacity on climate change, building upon UNESCO’s unique interdisciplinary profile.

The EC-Nepal WTO assistance project was successfully concluded at the end of 2011 and helped increase the capacity of Nepal to implement its commitments as a WTO member in challenging times.

Resources for consultants are also included for the Personal Envoy of the Secretary-General for Western Sahara, reflecting the increase in consultations and negotiations planned for 2010 ($76,400), and the Special Adviser to the Secretary-General on the Prevention of Genocide, as a result of the planned training activities for 2010 to intensify the efforts of the office on genocide awareness ($90,200).

The three fundamental goals of the PRS are: dynamic development and economic growth, focusing on job creation in the private sector; prevention of new poverty as a consequence of the forthcoming modernization and restructuring and the rationalization of State and its fundamental functions; efficient implementation of existing programmes and creation of new programmes, measures and activities directly targeting the poorest and socially most vulnerable groups, with a focus on the underdeveloped regions (children, the elderly, persons with disabilities, refugees and internally displaced persons, the Roma, the rural population and the undereducated), particularly in the least developed regions.

This situation prompted Her Highness Sheikha Mozah Bint Nasser Al-Missned, Consort of His Highness the Emir of Qatar, in her capacity as UNESCO Special Envoy for Basic and Higher Education, to address a letter to the Secretary-General on 5 January, calling upon the Security Council and the international community to ensure the necessary protection for educational institutions in Gaza with a view to providing a safe haven for the children of Gaza and their families, allowing access to humanitarian assistance and basic materials and evacuating the sick and the wounded.

It is important to stress that the UNHCR is entitled to take direct part in the application process, to freely contact persons who request the status of refugee (as well as refugees), and to give them any kind of support that it deems necessary.

How can relevant actors be encouraged to accelerate the restoration of the community and local economy, including through the protection and empowerment of women and vulnerable people such as refugees and internally displaced persons and the mainstreaming of gender perspectives?
