The Secretary-General met Prime Minister Netanyahu in New York on 7 July, and Special Coordinator Serry saw President Abbas in Ramallah earlier today.

Both the Prime Minister of Israel, Benjamin Netanyahu and the President of the Palestinian Authority, Mahmoud Abbas, agreed during their meetings in September to seek a solution based on two States for two peoples, that the negotiations could be completed within one year, and that their aim was to resolve borders, security, refugees, Jerusalem and all other core issues.

We call on President Abbas and Prime Minister Netanyahu to show flexibility and, within this context, on the Prime Minister to open a forwardlooking perspective in his address to Congress.

The incitement spewed this week by Prime Minister Netanyahu, along with Israel’s escalating settlement campaign in the Occupied Palestinian Territory, including East Jerusalem and all other provocations as mentioned above require the serious attention of the international community.

On 20 January, Defence Minister Barak upgraded to university status a college in the large settlement of Ariel in the occupied West Bank, while Prime Minister Netanyahu planted trees in Gush Etzion and Ma’ale Adumim on 24 January.

After the meeting between President Obama and Israeli Prime Minister Netanyahu, Israel announced the construction of 32 new settlement units in East Jerusalem.

Prime Minister Netanyahu announced that Israel would continue to fight terrorism.

We also welcome the meeting last week in Jerusalem between the senior Palestinian delegation, led by chief negotiator Erekat and Prime Minister Netanyahu, and Mr. Netanyahu’s commitment to responding within two weeks to the letter delivered to him from President Abbas.

Today, it would seem that the Israeli Government’s announcement on 25 November concerning what Prime Minister Netanyahu referred to as a policy of restraint for a period of 10 months was not made in good faith.

The Council may well be aware that the committee established by Israeli Prime Minister Benjamin Netanyahu, and led by retired Supreme Court Justice Edmund Levy, to consider the legal status of Israeli outposts in the West Bank and find a way to legalize them concluded in its report issued earlier this month that Israel was “not an occupying State from the perspective of international law” and that “all settlement activities are legitimate, in particular those described as ‘illegitimate’”.
