It is understood that, given the gravity of potential decisions the Coordinating Committee may need to make, proposals for contingency actions would be received well before meeting when they would be discussed.

(b) To take persistent, determined and effective measures to have all allegations of torture or other cruel, inhuman or degrading treatment or punishment investigated promptly, effectively and impartially by an independent, competent domestic authority, as well as whenever there is reasonable ground to believe that such an act has been committed; to hold persons who encourage, order, tolerate or perpetrate such acts responsible, to have them brought to justice and punished in a manner commensurate with the gravity of the offence, including the officials in charge of the place of detention where the prohibited act is found to have been committed; and to take note, in this respect, of the Principles on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and the updated set of principles for the protection of human rights through action to combat impunity as a useful tool in efforts to prevent and combat torture

In the face of drug trafficking, the most destructive of all forms of transnational organized crime, Cuba was totally disposed to collaborate at the regional and international level in serious and concerted efforts, but pointed out that the problem could not be solved by acting exclusively — or even primarily — in centres of production and transit; the fundamental responsibility lay with the major centres of consumption.

In order to ensure that women’s de jure equality is fully reflected in reality, efforts are being made to speed up the advancement of women’s rights.

The Chairperson suggested that there were several ways in which the Commission could contribute: (a) by requesting, once more, that the Chairperson of the Commission make a statement at the annual ministerial review to highlight the contributions of population and development issues to the implementation of the internationally agreed goals and commitments in regard to global public health; (b) by inviting the President of the Council to address the Commission under item 6 of its agenda for the forty-second session in order to launch a discussion on the relevance of population issues to the attainment of the goals and commitments on global public health; and (c) by requesting the Secretariat to look into the possibility of organizing a side-event at the time of the annual ministerial review that would highlight the interrelations between population issues and global health.

One delegation expressed some concern with the proposal to “revitalise” the Executive Committee, noting that it was already carrying out important functions and should retain its advisory role to the Commission, but should not take decisions that were the responsibility of the Commission.

The Security Council welcomes the report of the Secretary-General (S/2010/394), as requested by its resolution 1918 (2010), on possible options to further the aim of prosecuting and imprisoning persons responsible for acts of piracy and armed robbery at sea off the coast of Somalia, including, in particular, options for creating special domestic chambers possibly with international components, a regional tribunal or an international tribunal and corresponding imprisonment arrangements, taking into account the work of the Contact Group on Piracy off the Coast of Somalia (CGPCS), the existing practice in establishing international and mixed tribunals, and the time and resources necessary to achieve and sustain substantive results.

At its sixty-third session, the General Assembly called upon Member States to establish appropriate national laws and/or measures to prevent and combat the illicit brokering of conventional arms and of materials, equipment and technology that could contribute to the proliferation of weapons of mass destruction and their means of delivery, in a manner consistent with international law; acknowledged that national efforts to prevent and combat illicit brokering activities can be reinforced by such efforts at the regional and subregional levels; emphasized the importance of international cooperation and assistance, capacity-building and information-sharing in preventing and combating illicit brokering activities; and encouraged Member States to draw, where appropriate, on the relevant expertise of civil society in developing effective measures to prevent and combat illicit brokering activities (resolution 63/67).

Recognizing that social safety nets allow governments to let producer prices to rise and bring about supply responses while protecting the food security of the poor in crises, the Conference urged member countries to strengthen social safety net programmes as a means of protecting the consumption of the poor during crises.

Confidentiality – The parties agree to use all possible measures to keep the existence of any dispute hereunder and any and all information concerning any arbitration proceedings and any award strictly confidential except (a) to the extent necessary to enable a party to properly exercise or enforce its rights under this agreement or under any award rendered by the Arbitration Tribunal or (b) to the extent required by applicable law or by regulations of any stock exchange or regulatory authority or pursuant to any order of court or any other competent authority or tribunal.

Such support included effective ocean governance, which was a global issue that required the efforts of governments in the Asia-Pacific region, and in distant nations dependent on fishing, to better regulate fishing and help combat illegal, unregulated and unreported fishing.

The challenge for Program 20 is to ensure that this contribution responds effectively to the needs of UN and other intergovernmental processes and partners; that it reflects a clear understanding of the global public policy issues discussed in other fora; that it is well-targeted; that it takes account of the perspectives of all stakeholders engaged in these processes; that it responds to the needs of developing countries and LDCs and reflects the principles and recommendations of the WIPO Development Agenda.

The decision to extradite them was taken in accordance with the provisions of the International Covenant on Civil and Political Rights, and also taking into account the gravity of the charges, to avoid the individuals escaping and to ensure public security on the territory of the State party.

Other shortcomings in the document included its failure to refer to the need for immediate negotiations on a nuclear weapons convention; the lack of a clear commitment by nuclear-weapon States to cease the development of nuclear weapons; the failure to call for the immediate removal of nuclear weapons from the territories of non-nuclear-weapon States; and the omission of clear commitments from the nuclearweapon States to provide legally binding negative security assurances to non-nuclear-weapon States.

One representative expressed profound appreciation for the secretariat’s efforts to support his country by sharing knowledge, especially regarding space technology applications to build resilience to floods.

Mexico believed that Rio+20 should adopt decisions on the four main aspects of that institutional framework: first, integration of the three pillars and definition of an agenda for sustainability; second, strengthening coordination between United Nations agencies so as to discontinue separate discussion of development and sustainable development, treating all development as sustainable; third, fostering vertical integration of each of the three pillars, economic, social and environmental; and fourth, ensuring fulfilment of commitments assumed and those to be assumed at the Conference.
