It seems that Japan's attitude toward history has been positive, but in reality, all is just "window-dressing". What Japan has been doing over the past 10 years between the apologies of its two Prime Ministers, or, to be precise, what Japan has been doing since the end of World War II, such as the doctoring of its history of aggression, the paying of tribute at the Yasukuni Shrine, military expansion and its unlawful occupation of China's Diaoyutai Islands and East China Sea waters and Korea's Dokdo, are all evidence of the discrepancy between its words and deeds.

As at the date of this announcement, the Board of the Company consists of Mr. Yu Rumin, Mr. Wu Xuemin, Mr. Dai Yan, Mr. Zheng Daoquan, Dr. Wang Jiandong, Mr. Bai Zhisheng, Mr. Zhang Wenli, Mr. Sun Zengyin, Dr. Gong Jing, Mr. Wang Zhiyong, Mr. Cheung Wing Yui*, Dr. Eliza Chan Ching Har*, Dr. Cheng Hon Kwan**, Mr. Mak Kwai Wing**, and Ms. Ng Yi Kum, Estella**.

From this angle, we can better understand why successive Japanese Prime Ministers, from Yasuhiro NAKASONE, Ryutaro HASHIMOTO to the incumbent Junichiro KOIZUMI have exhausted every possible means to homage to the Yasukuni Shrine, turned the ceremony of offering sacrifices to Hideki TOJO into a normal practice, developed its Self-Defence Force (SDF) into an army by amending its constitution, and dispatched troops overseas under the pretext of keeping peace.

In his report, the Resident and Humanitarian Coordinator highlighted the fact that the ongoing complex humanitarian emergency in Somalia had been exacerbated by intense and prolonged fighting, civil insecurity, continued displacement and food insecurity caused by poor rains.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

The mandate was further expanded under Council resolutions 1445 (2002), 1468 (2003) and 1484 (2003) to include facilitating the establishment of the Ituri Pacification Commission and supporting the Commission’s work, which was successfully completed in 2004.

Other suggested areas of priority attention included: climate change, disaster prevention and preparedness, minimizing biodiversity loss through sustainable management of resources, renewable energies, the formulation of national strategies in science and technology, the promotion of local and indigenous knowledge systems as well as improving the links between scientists and decision-makers.

Specific activities that assisted countries in relation to terrorism targeted at food products included: (a) capacity-building (training courses, projects) concerning food safety, animal and plant health, including promotion of risk analyses and developing base-level capacity to ensure national ability to monitor, diagnose, report and respond to pest and disease outbreaks; (b) the standard setting work of the Codex Alimentarius Commission and the International Plant Protection Convention; (c) the establishment of a Food Chain Crisis Management Framework for prevention, early warning, preparedness and response to food chain crises caused by transboundary animal and plant pests and diseases, food safety threats and emergencies, as well as nuclear and radiological threats and emergencies; and the organization of international [...] [...]
