Paragraph E of the advisory opinion of the International Court of Justice on the legality of the threat or use of nuclear weapons states that “the threat or use of nuclear weapons would generally be contrary to the rules of international law applicable in armed conflict, and in particular the principles and rules of humanitarian law”.

In the course of deliberation, the Administration has been asked to consider a member's suggestion that registration marks consisting of the letters "LC" which are reserved for the Commission under the Bill should be released for public auction or for application under the PVRMs Scheme; while similar combinations consisting of the letters "LEGCO" can be reserved for assignment to vehicles owned by the Commission instead.

The representative of Turkey underlined the following points: (a) the organization, Centre Europe-tiers monde had been failing to adhere to the basic principles of the Charter of the United Nations and the basic requirements set out in Council resolution 1996/31 by disrespecting the territorial integrity and political unity of Turkey; (b) the organization had been undertaking unsubstantiated and politically motivated allegations against Turkey; (c) the organization had been inciting and condoning acts of terrorism against States Members of the United Nations, which is prohibited under international law; (d) the organization had become a propaganda vehicle of the terrorist organization PKK/Kongra-Gel; and (e) the organization had not taken into consideration earlier statements of Turkey regarding the need to uphold its obligations and responsibilities under the Charter and Council resolution 1996/31.

If the proposed new Second TM commences to have effect before the end of 2010, the new emission allowances in relation to the emission years from 1 January 2015 would take effect starting from 1 January 2015, having regard to the statutory requirement in section 26G(4) of the APCO that an allocation of emission allowances made by the TM in relation to an emission year (other than an allocation made under the First TM) could only take effect at least four years after the commencement of the TM making the allocation.

The non-recurrent commitment will also cover other ad hoc expenses directly related to the Revitalisation Scheme, such as conducting historic research into individual buildings, mounting publicity (such as exhibitions and printing of promotional materials to promote the Revitalisation Scheme), maintaining the buildings yet to be allocated under the Revitalisation Scheme and arranging open days for those buildings.
