Under the leadership of DS(CMA)3, PAS(CMA)8 is responsible for strengthening co-operation with the Pan-Pearl River Delta (PPRD) Region, the Municipalities of Shanghai and Beijing, the Sichuna Province and the Chongqing Municipality (paragraphs 17 to 22 below).

While a new transmission line was commissioned in mid 2004 for importing power from the Three Gorges to Guangdong, limited support is available since power export from the Three Gorges is shared by other provinces/regions that have also suffered power shortage.

(ii) In order to strengthen technology collaboration between Hong Kong and Guangdong, ITC together with Guangdong Province jointly set up the Guangdong-Hong Kong Technology Cooperation Funding Scheme in 2004 to encourage collaboration among universities, research institutes and technology enterprises in the two places.

The UNESCO Beijing Office carried out several activities under this main line of action including a conference on Ecotourism Management of China’s Nature Reserves organized by the Chinese National Committee for MAB in October 2002 at the Juizhaigou and Huanglong Biosphere Reserve, Sichuan Province, China; a series of seminars in Xilingol Biosphere Reserve, targeted at the local community including the biosphere reserve manager and in Beijing for donor agencies and governmental and academic institutions; a feasibility survey on the establishment of nature reserves promoting the rehabilitation and the sustainable management of degraded grassland landscapes in Xilingol region (July-December 2002), conducted by the Chinese National Committee for MAB; the second Steering Committee and Project Coordinators’ Meeting of the Ecological Research for Sustaining the Environment in China (ERSEC) project (FIT Germany).

Our efforts in this area include the development of various energy efficiency guidelines to promote energy conservation in commercial properties; launching the Energy Efficiency Registration Scheme for Buildings to promote voluntary compliance of Building Energy Codes; organizing Energy Efficiency Awards to promote sustainable energy use and recognize good energy saving practices; carrying out public awareness programmes for promoting energy efficiency and renewable energy; providing information to the public through technical talks, web-based education kits, school talks, information leaflets and energy end-use databases; and mobilizing the community to take action at personal level to adopt energy saving measures under the “Action Blue Sky” campaign.

Operating expenses increased, though to a lesser extent than revenues, due to higher systems implementation and processing costs and wage inflation, partly offset by reduced average staff numbers as we continued to implement programmes to improve efficiency across our operations.

We continued to fund investment in high priority growth markets, particularly in front line staff, from sustainable cost savings achieved through the implementation of our global business model which have contributed to an improved cost efficiency ratio.

All business shall be deemed special that is transacted at a special general meeting and at an annual general meeting, with the exception of the declaration and sanctioning of a dividend, making a call in accordance with the provisions of the Bye-Laws, the reading, consideration and adoption of the accounts, balance sheet and the reports of the Directors and other documents required to be annexed to the balance sheet, the election of Directors in the place of those retiring at the meeting whether by rotation or otherwise, the appointment of the auditors (where special notice of the intention for such appointment is not required by the Act) and the fixing, or the determination of the method of fixing, of the remuneration of the Directors and of the auditors.

If this is not viable, then this option would involve additional expenditure from the public coffers, which would be extremely difficult, given that the Government has undertaken to contain public expenditure.
