The Advisory Committee notes that the increase in the resources proposed for 2010 also reflects additional requirements for the Counter-Terrorism Committee Executive Directorate ($963,700) in view of two additional positions (1 P-4 and 1 P-2) proposed; for support to the Security Council Committee established pursuant to resolution 1540 (2004) ($886,500), in view of the proposed addition of one P-5 position; for the Monitoring Group on Somalia ($311,500), owing to the addition of a fifth expert pursuant to Security Council resolution 1853 (2008); and for the Panel of Experts on the Sudan ($225,700), in view of the increase in the monthly fees of experts.

The Secretary-General’s previous proposals on the ERP implementation strategy (A/62/510/Rev.1, paras. 40–45) suggested that the ERP project would be designed, built, tested and deployed in two waves: the first to be completed over a 30-month period by the end of 2010, for the core finance, human resources, procurement and asset management functions required for compliance with the International Public Sector Accounting Standards (IPSAS); and a second wave over a 24-month period for design-build-test-deployment of the remaining functions, such as results-based management, risk management, transportation and travel.

(b) Development of a World Heritage Education programme, the target group of which are 12-16 years old students, within the framework of the UNESCO Special Project “Young People’s Participation in World Heritage Preservation and Promotion”, through workshops diffusing already available materials: the practical manual Introducing Young People to Heritage Site Management and Protection (adapting an activity initiated in 2002 in Petra by UNESCO and ICCROM to the case of Jerusalem) and the World Heritage in Young Hands Kit in Jerusalem secondary schools.

The forum will focus attention on the unique cultural corridors in the region, which are axes of age-old cultural and economic links that include the tangible and intangible cultural and historical heritage of the countries and peoples and may serve as a framework for regional accords and cooperation.

The serious engagement of Palestinian factions over the past month in a dialogue process mediated by Egypt has led to the establishment of five committees that are working on national reconciliation issues, the successful outcome of the Cairo international conference on the reconstruction of Gaza and the further efforts of the Palestinian Authority to improve socio-economic rehabilitation and reconstruction, especially in the face of the devastating global financial crisis.

In this connection, Egypt, which hosted the International Conference in Support of the Palestinian Economy for the Reconstruction of Gaza early this month, renews its call for Israel to ensure the immediate, unconditional and sustained reopening of its crossing points with the Gaza Strip in order to allow for the movement of people, goods and reconstruction materials into Gaza, put an end to the continuously escalating humanitarian crisis, and rebuild what was destroyed.

In addition, this month Bolivia has requested to be incorporated as a full member of MERCOSUR, a fact that will also have direct impact on UNESCO’s actions in the subregion.

They invoke entirely new grounds against their expulsion to Afghanistan: first, that they sought asylum in Sweden, which is considered to be a serious crime in Afghanistan; second, that the first complainant is registered with the Afghan secret police because of having worked as an interpreter for asylum-seekers in Sweden; third, that some of their father’s old enemies are officials in the present Government and they will be killed because their name is known.

Now then: contrary to what Israel and the United States are trying to make the world believe through transnational media outlets, what happened and is still happening in Palestine — in Said’s words — is not a religious conflict but a political one, with a colonial and imperialist stamp; it is not an age-old conflict, but a contemporary one; this conflict did not begin in the Middle East but in Europe.

The Avestan language is an Indo-Germanic tongue and belongs more specifically to the Iranian group, the other members being the Old Persian of the cuneiform inscriptions, the Pahlavi, and Pazend (or Middle Iranian), and the later dialects, New Persian, Kurdish, Afghan, etc. The Avestan speech is very closely related to Sanskrit; in fact, we are able to transpose any word from one language into the other by the application of special phonetic laws.

The Expatriate Employment Regulation that came into force in April 2009 imposes the following duties on the employer: be responsible for the employee during their stay in the Maldives; to pay the salary before the 7th of each month, due for work done during the past month; to provide adequate food and accommodation to the employee for the duration of the employment; to pay all expenses as agreed in the contract; to pay the work permit and all related fees; and to pay for all the costs of repatriating the expatriate employee, in case the Government requests such, prior to the end of the duration of the work permit.

The Commission noted: that the mid-term review would start in September, or one or two month later depending on the scope of data and information necessary for the review; that while the mid-term review was initially part of the activities of the Trust Fund, WHO would try to identify a possible donor in order to carry out the review without drawing resources from the Trust Fund; and that the contribution and engagement of Members would be sought throughout the process of the mid-term review.

(f) To lend money to such persons or companies and on such terms as may seem expedient, and in particular to customers and others having dealings with the Company, and to guarantee the performance of contracts by any such persons or companies, and/or to advance and lend money on the security of land, buildings, hereditaments and premises of any tenure or description, shares, securities, merchandise and other property upon such terms as may be arranged, and in particular so that any loan including interest thereon may by made repayable by monthly or quarterly instalments or otherwise.

The Convention concerning Minimum Standards of Social Security, No. 102, of the International Labour Organization (ILO) combines, moreover, this possibility of rejecting the application of entire chapters with a minimum number of chapters that must actually be applied (art. 2) (see also article 2 of ILO Convention No. 128 concerning Invalidity, Old-Age and Survivors’ Benefits, article 20 of the European Social Charter or article 2 of the European Code of Social Security of 1964).

The most workable options for the funding of magistrates would be: (a) recruitment nationally or from Commonwealth or common law countries where candidates would find the Kenyan salary attractive, in which event, UNODC would reimburse the $1,400 per month for each magistrate to the Government; or (b) recruitment from Commonwealth or common law countries where candidates may not find the Kenyan salary attractive, in which case, the most workable solution would be for the judges to be provided gratis by their home country.

We continued to witness the devastating consequences of this smuggling activity when, last month, members of the Hamas terrorist organization used an anti-tank missile that they had smuggled into the Gaza Strip to strike and completely destroy a school bus travelling in southern Israel, injuring the bus driver and killing a 16-year-old child.

As compared to the first State Pension Insurance Act, pensions are now indexed, a deferred old-age pension has been introduced, the rate of the survivor’s pension has been revised and the range of persons entitled to the survivor’s pension has been extended, and the national pension and the early-retirement pension is paid to pensioners also when they continue to work.

In this connection, it must be stressed that Occupied East Jerusalem continues to suffer extensively from the extremism and the provocations of the occupying Power and its settlers, as well as the constant threats and incitement by right-wing Israeli Government officials, who continue to make provocative and reckless declarations and claims regarding holy sites in the occupied city, particularly with regard to Al-Haram Al-Sharif (the Noble Sanctuary) in the Old City.

I have the honour to write to you in your capacity as President of the Security Council for the month of January 2011 and would like to request your kind assistance in circulating as a document of the Security Council the present letter and its annexes: a letter addressed to the Secretary-General by the President of the Republic of Abkhazia, H.E. Sergey Bagapsh (annex I) and a letter addressed to the Secretary-General by the Minister for Foreign Affairs of the Republic of South Ossetia, H.E. Murat Jioev, enclosing the statement of the President of the Republic of South Ossetia, H.E. Eduard Kokoity (see annex II).

In compliance with that procedure, the Director-General informed the non-governmental organizations (NGOs) maintaining operational relations under the aforementioned directives, and also the foundations and similar institutions maintaining official relations, of the holding of the 33rd session of the General Conference, sent them the provisional agenda and invited them to notify him at least one month before the opening of the session if they wished to be represented at it by observers, requesting them to indicate to him at the same time the agenda items in whose consideration their representatives would like to participate.

Rule 7.24(5) is amended to read: “If the proposed open offer would increase either the issued share capital (excluding treasury shares) or the market capitalisation of the issuer by more than 50% (on its own or when aggregated with any other open offers or rights issues announced by the issuer (i) within the 12 month period immediately preceding the announcement of the proposed open offer or (ii) prior to such 12 month period where dealing in respect of the shares issued pursuant thereto commenced within such 12 month period, together with any bonus securities (other than any such bonus securities to be issued into treasury), warrants or other convertible securities (assuming full conversion) granted or to be granted to shareholders as part of such rights issues or open offers):-”.

During the transition period, food trades would be allowed to comply with either list i.e. the existing (old) and the revised (new) lists of permitted preservatives and antioxidants, with levels of additives allowed under each specified foods/food categories.

This should include, as part of the month-end finance procedures, the reperformance of a sample of bank reconciliations to assure management that reconciliations are timely and accurate and that items requiring reconciliation have been properly resolved.

If ELD goals are not included in an EL student’s IEP because the student’s disability does not affect the student’s involvement and progress in this area, then the school still must ensure that the student participates in at least 30 consecutive minutes of ELD targeted specifically to their English proficiency level until reclassified.
