The Board also noted that the Department of Internal Oversight Services performed work in relation to information technology and noted the following weaknessesin the procedures and controls that might raise the risks to the UNRWA network and the integrity of data: coordination on information technology developments between the field offices; full recovery tests not done by field offices; inadequate design and implementation of standardized procedures across the field offices; and lack of refinement of the server administration.

Factors usually cited to explain why Africa is the region where economic growth has had the weakest effect on poverty reduction generally include high population growth; inadequate job creation in sectors accessible to the poor; weak infrastructural investment; and, the failure of growth in natural-resource rich and capital-intensive “enclave sectors” to create spread and spillover effects in the broader economy.

Least developed countries face major challenges in improving the health status of their population, including weak health systems with inadequate human resources, lack of adequate health-care facilities and equipment and supplies, inadequate domestic financing structures, inadequate supplies of medicines and essential drugs and poor infrastructure.

The Committee recommends that the State party adopt evaluation measures to assess the impact of its poverty and social reduction strategies and identify its weaknesses, and requests that the State party include, in its next report, comparative data disaggregated by gender, age, rural and urban populations, as well as indicators on the number of persons living in extreme poverty, and on the progress made in its efforts to combat poverty.

Previous Groups of Experts have indicated in their reports that the absence of customs in the north andweak customs controls in the south are one of the most important contributing factors to the uncontrolled exploitation of natural resources in Côte d’Ivoire (see S/2008/598, paras. 28-32; S/2009/521, paras. 447-450; and S/2010/179, paras. 114 and 118-119).

Costly and timeconsuming though they are, such evaluative mechanisms are extremely valuable in showing those who work within the programme which are the strong and, more importantly, which are weak aspects in need of attention and improvement.

Thus, susceptibility is directly affected by underlying issues such as food and nutrition insecurity, weak institutions, conflict and poor access to markets.

In this section we now focus on the vulnerabilities that exist in the current university system—attrition, time to degree completion, and career path transparency—and describe some efforts to address them.

In this regard, Africa’s development framework must effectively address structural constraints to social development that include institutional weaknesses, weak human development and inadequate mechanisms to manage vulnerability and risk, including special employment and protection measures for vulnerable groups, namely women, youth, the elderly and the rural poor.

Clearly, copyright is not the only issue with the weak tertiary infrastructure but high prices of books and materials and limited access to Internet-based resources are still important parts of a worsening crisis.

These include weak rule of law that has made it difficult to enforce contracts; widespread corruption; the high cost of importing new capital equipment that hampers production; extremely high transport costs as a result of poor infrastructure, expensive road tolls and antiquated vehicles; and, crucially for most industries, shortages and unreliability of electricity supply.

These are weaknesses in: project monitoring and oversight (15 offices); asset management (e.g. physical inventory of assets not performed, non-capital assets not recorded in Atlas and obsolete assets not properly disposed of) (13 offices); processing of payment (11 offices); travel management (e.g. travel claims not completed and travel claims not supported) (10 offices); leave and attendance records (8 offices); management of special service agreements (7 offices); recruitment process (7 offices); vendor management (6 offices); use of account codes (6 offices); and use of e-procurement (5 offices).

The amount in 2012 primarily comprised an accounting dilution loss following an Xstrata share issuance in March 2012 (part of its employee stock ownership plan), which saw Glencore’s effective ownership reduce from 34.5% to 34.2%.

Future sales, or perceived possible sales, of substantial amounts of the common shares could also materially and adversely affect the Company’s ability to raise capital in the future at a time and at a price favorable to it, and the Company’s shareholders may experience dilution in their holdings upon issuance or sale of additional common shares or other securities in the future.
