In the Central African region, where the problem of small arms is a major concern, we are engaged in projects in countries such as the Republic of the Congo, the Central African Republic and the Democratic Republic of the Congo to assist in the collection, destruction, stockpile management and control of small arms; in disarmament, demobilization and reintegration; and in capacity-building.

Liberia, as a ratifying member, must take measures to comply progressively with the obligations under the ECOWAS Convention, which include regulation of the possession, use and sale of small arms by civilians (including for hunting purposes); establishment of a national computerized register and database; establishment of effective national standards and procedures for stockpile management, storage and security; establishment of responsibility and building national capacity (equipment and know-how) to properly collect and destroy small arms and light weapons and their ammunition; and establishment of an effective national system of marking and tracing.

Ÿ Request States and regional and sub-regional organizations to adopt measures to curb and reduce the illicit trafficking of small arms and light weapons such as voluntary collection and destruction; effective stockpile management; arms embargoes; sanctions; and legal measures against corporate actors, individuals and entities involved in such activities.

CASA partners — now 23 entities — have contributed to the implementation of the Programme of Action on small arms and light weapons, in particular through analyses of national reports, capacity-building, disarmament, demobilization and reintegration programmes, weapons collection and destruction, research on the impact of small arms on children and adolescents, and ensuring the integration of gender mainstreaming concerns in national policies.

The fifth priority had to do with the development of operational mechanisms for the benefit of States in the subregion, for instance: marking, tracing, brokerage, exchange of information, management and security of stockpiles, registration, collection and destruction of arms.

Adequate information on the ageing of voluntary contributions is necessary, since it may entail writing off unpaid pledges.

In most cases, input taxes may be deducted from the amount of output taxes due and so do not generally represent an additional burden for a business.

In its report, the Board issued a modified audit opinion and noted that UNOPS had incorrectly written off overspent amounts on projects against contributions received in advance relating to other funds, instead of being charged to UNOPS own account (A/63/5/Add.10, para. 90).

It also developed an information programme on arms control, designed so that all data on small arms and light weapons (destruction, forced collection, gathering, etc.) would be available.

If recorded accurately, the information can be used to identify illicit transfers to parties during a conflict; to produce a baseline of the types of weapons present in the area and thereby facilitate the identification of any subsequent batches of weapons; to verify the destruction of weapons collected during arms reduction initiatives; to monitor possible arms and ammunition losses from peacekeeping forces; and to facilitate the recovery of lost or stolen weapons.

Staff contributions collected would be used to offset some of the expenses of posts other than those currently reflected in the Office of Staff Legal Assistance staffing table established pursuant to General Assembly resolution 63/253 (1 P-5, 5 P-3, 1 P-2 and 3 General Service posts).

Pursuant to Rule 103.18 of the Staff Regulations and Staff Rules, UNESCO reimburses taxes to employees whatever the source of funding of their posts and on a basis calculated according to the last income rule, whereas the United States of America applies the reimbursement mechanism on the first income basis only.

The Treasurer also said that the United Nations Board of Auditors had recommended that the Executive Committee draw the attention of the Meeting of the Parties to the issue of the long-outstanding arrears in contributions and asked that a decision be taken either to write off those arrears or to solicit their payment.

At a national public destruction event organized by the Regional Centre, the Prime Minister of Trinidad and Tobago presided over the destruction of 1,160 seized and surplus small arms and of 430 magazines.
