As highlighted in my letter dated 20 May 2009 (S/2009/261) and in paragraph 20 of my report dated 2 October 2009 (S/2009/504), the resumption process is being conducted pursuant to the agreement concluded on 13 May 2009 by His Excellency Mr. Kay Rala Xanana Gusmão, Prime Minister of Timor-Leste, and my Special Representative (hereinafter referred to as the “agreement”) and in accordance with the Arrangement on the Restoration and Maintenance of Public Security in Timor-Leste and Assistance to the Reform, Restructuring and Rebuilding of the Timorese National Police and the Ministry of the Interior, concluded between the Government of Timor-Leste and UNMIT on 1 December 2006.

The delegation met with the President of Guinea-Bissau, Malam Bacai Sanha; the Prime Minister, Carlos Gomes Junior; the Speaker of the Parliament, Raimundo Correia; the Minister for Foreign Affairs; the Ministers of Defence, Economy, Education, Public Administration Reform and Justice; members of the Parliament (African Party for the Independence of Guinea and Cape Verde and Social Renewal Party), as well as representatives of the international community based in Bissau, the United Nations country team, the World Bank, the International Monetary Fund (IMF), the African Development Bank and civil society.

The Committee decided that the working group on the role of non-governmental organizations (Dubravka Šimonović, Pramila Patten) with respect to the Convention and its Optional Protocol should present a revised draft based on comments received from members of the Committee for discussion at its forty-fifth session.

We thank the Secretary-General for his most recent report, contained in document S/2010/85, on the United Nations Integrated Mission in Timor-Leste (UNMIT), and Ms. Ameerah Haq, Special Representative of the Secretary-General, for her briefing.

On the basis of consultations with delegations and of an informal preparatory meeting held at United Nations Headquarters on 9 March 2011, the co-Chairs, Don MacKay (New Zealand) and Milan Jaya Meetarbhan (Mauritius), developed a format for the discussions at the twelfth meeting of the Consultative Process (see annex I) and are proposing a provisional agenda for the meeting (see annex II).
