The recent decision of the ILO to ease its own measures against Myanmar in light of progress on forced labour should open the way to an early reinstatement of GSP by the EU.

(b) The adoption of the Act of 4 April 2006, which strengthens the prevention and punishment of conjugal violence and violence against children and increases the penalties for violence against women.

The Commission held a dialogue with the panellists, in which the following delegations participated: Italy, Jordan, China, Guatemala, France, Portugal, Cameroon, the Republic of Korea, New Zealand, Sweden, Qatar, Canada, Gabon, the United States, Indonesia, Paraguay, Pakistan, Thailand, Senegal, the Philippines, Angola, Israel, Switzerland, Ghana, Cuba, Egypt, South Africa, Zimbabwe, India and Mexico.

It expressed concern regarding the increasing tension in the south, where the Government ignored claims related to basic services and development issues, which had led to demonstrations resulting in confrontations with security forces.

This view of the prevalence of the spirit of evil and seduction to sin in the last days received special emphasis in the Ḥasidean schools; hence the striking resemblance between the tannaitic and the apocalyptic picture of the time preceding the Messianic advent: "In the last days false prophets [pseudo-Messiahs] and corrupters will increase and sheep be turned into wolves, love into hatred; lawlessness [see Belial] will prevail, causing men to hate, persecute, and deliver up each other; and Satan, 'the world-deceiver' (see Antichrist), will in the guise of the Son of God perform miracles, and as ruler of the earth commit unheard-of crimes" ("Didache," xvi. 3 et seq.

The victims’ fear of reprisals, the lack of trust in institutions, the absence of appropriate legal and psychosocial support, the lack of adequate and differentiated protection, and the social stigmatization of victims hamper the full understanding of the extent of the problem.

The Commission held a dialogue with the panellists, in which the delegations of the following countries participated: China, Indonesia, Ghana, Cameroon, Switzerland, Canada, New Zealand, India, Greece, Denmark, Japan, South Africa, Portugal, Mexico, Qatar, Israel, the Central African Republic, Turkey, Pakistan, Uganda, the Republic of Korea, Burundi, Morocco, Paraguay, the Dominican Republic, Kenya, Colombia, Cape Verde, Thailand, Botswana, Spain and Jordan.

In a new draft workplan (A/CN.4/618) containing, inter alia, a restructuring of the draft articles, the Special Rapporteur gave the Commission an overview of the treatment of the topic of expulsion of aliens, indicating the work which in his view remained to be done.

In particular, the Meeting was informed that the Summit, through its Beijing Declaration, had (a) noted that the Global Earth Observation System of Systems (GEOSS) data-sharing implementation guidelines and action plan and the establishment of the operational GEOSS common infrastructure significantly improved access to global Earth observation data and resources; (b) endorsed the refined GEO targets, aligned with the 10-year implementation plan; (c) urged all Governments and organizations to sustain and enhance both in situ and space-based observation systems; and (d) called on international organizations and donor agencies to further contribute to the implementation of GEOSS.

The Alexandrians held as firmly as any Catholics to tradition as the rule of faith, at least in theory, but beyond tradition they allowed themselves to speculate, so that the "Hypotyposes" of Clement have been almost entirely lost on account of the errors which found a place in them, and Origen's works fell under the ban of the Church, though their author lived the life of a saint, and died, shortly after the Decian persecution, of the sufferings he had undergone in it.

For example, UNODC has developed the police training curriculum with the National AIDS Control Programme and supported training for police forces in Afghanistan; designed and tested a model training programme on HIV in prisons for penitentiary health staff in Panama; conducted the training of over 1,600 police officers in Myanmar; facilitated training of over 120 prison staff in establishing a supportive environment in prison settings in 12 provinces in Indonesia; and supported HIV counselling and testing and antiretroviral therapy adherence counselling to both prisoners and prison staff in most of the prison clinics in Namibia.

Progress in proteomics has included: better understanding of how proteins are synthesized; fluctuations in their presence over time; better characterization of the system which ensures the premature termination of sequences that fail quality control; new tools to assist in the identification and quantification of proteins; increasing standardization of data reporting; improved tools for determining the structure of proteins; enhanced understandings of protein-protein interactions, such as through mapping, regulation, cross network comparisons and studying protein signalling cascades.

These general observations do not in any way respond to the claims set out in the present communication and are repeated in exactly the same way in answer to a whole series of other cases, thereby showing that the State party does not wish to deal with these affairs individually or respond to the authors’ complaints and the suffering they have endured.

Nonetheless, litigation from the Federal and High Courts remains highly relevant to the development and definition of native title law and this jurisprudence therefore merits an examination in relation to native title rights and interests offshore, for numerous reasons: the main statute: the Native Title Act 1993 (Cth), requires that the rights and interests claimed be capable of recognition under the common law in section 223(1)(c); case law also continues to provide interpretive guidance complementing the reading of the legislation in general; and finally, there is a persuasive body of judicial and academic commentary contrasting the common law concept of communal native title to statutory native title rights and interests.

In the Medical Services Section, the establishment of 15 additional national posts (6 National Officers and 9 national General Service staff) is proposed, as the Section has over the past years expanded the services it provides, which include round-the-clock operation of the UNOCI headquarters clinic, which is now functioning at level I-plus rather than the previous level I; patients are followed up at their homes after discharge from level III hospitals; patients are regularly visited in the 11 level III hospitals in Abidjan and in Sector West and Sector East; doctors in the regional headquarters perform outreach activity by visiting remote offices twice a week; support is provided to the Government during important functions and to the United Nations country team as part of the United Nations integrated framework; and medical support is proposed to be provided eight hours a day at the logistics base in Koumassi as opposed to the current two hours a day.

During the decade, least developed countries’ participation in international trade was increased, although their share in global trade still remains marginal.

The net decrease reflects reductions under most objects of expenditure, including $242,800 under consultants, mainly as a consequence of the increased use of in-house expertise, where possible; $104,700 under experts, resulting mainly from concerted efforts to combine meetings or reduce the number of experts and the duration of meetings, whenever possible; $121,200 under travel of staff, mainly attributable to increased utilization of video conferencing, combining trips and/or reducing the duration of travel as much as possible; $460,800 under contractual services, primarily owing to increased utilization of electronic means of disseminating publications; $111,000 under furniture and equipment, reflecting reduced requirements for the replacement of furniture and office equipment resulting from extending the lifespan of furniture and equipment; and $781,600 under grants and contributions, mainly owing to the termination of the contract with the International Computing Centre.

For example, the text of the Final Document had significantly watered down the commitments for nuclear-weapon States to reduce the operational status of their arsenals and to cease the development and qualitative improvement of their nuclear weapons; it did not oblige the nuclear-weapon States to abolish the role of nuclear weapons in their military doctrines or to accept a legally binding instrument for the prohibition of nuclear weapons; it did not call for the withdrawal of nuclear weapons from the territories of non-nuclearweapon States; it did not include the specific timeline for the total elimination of nuclear weapons called for by the Group of Non-Aligned States parties to the Treaty; and, in particular, it failed to call upon Israel, the only obstacle to a nuclear-weapon-free zone in the Middle East, to cease the development of nuclear weapons and to accede to the Non-Proliferation Treaty without preconditions.

The Moscow Office intervention in the field of HIV/AIDS has expanded not only in education, but also in culture and social science areas, with projects on “Contemporary arts in response to HIV/AIDS” and “Addressing social consequences of HIV/AIDS epidemic in Russian regions through information and education in the sphere of human rights and social integration of people living with HIV/AIDS (PLWHA)”.

Some delegations expressed their concerns on this proposal for the following reasons: currently no Codex provisions on foods derived from biotechnology required methods of analysis; the scope of the work proposed was not clear enough; and it might duplicate the work of other organisations in the same area.

The Advisory Committee notes that, besides the fragmented presentation of the costs of the project, the Secretary-General did not provide an estimate of the future maintenance and support costs of the system, once it is fully implemented (see also para. 19 below).

The strengthened focus on transnational organized crime in the report of the Secretary-General entitled “Delivering justice: programme of action to strengthen the rule of law at the national and international level” (A/66/749), which will be discussed at a high-level meeting of the sixty-seventh session of the General Assembly, is another step towards highlighting the need for effective law enforcement cooperation among countries.

(b) The support by the State party to United Nations mechanisms established to prevent and eradicate torture and other forms of ill-treatment, including its increased contribution to the United Nations Voluntary Fund for Victims of Torture and its support to the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment.

That commentary might suggest, for example, that (f) the location from which financing was organized or authorized or the location of the debtor’s primary bank, would only be important where the bank controlled the debtor; that (k) the location of employees, might be important where employees could be future creditors, or less important on the basis that protection of employees is more an issue of protecting the rights of interested parties, is not relevant to the COMI analysis and is, in any event addressed by article 22 of the Model Law; that (e) the jurisdiction whose law would apply to most disputes, was not sufficiently important to be a determining factor and could, in any event, be a jurisdiction unrelated to the place from which the debtor was managed or conducted its business, factors that were both considered to be more important than (e).

In order to strengthen the education of the family and mobilisation of the community, which according to the WHO estimates may reduce the ratio of complications and maternal and neonatal deaths with 30%, in 2006 the National Communication Campaign was launched on the future mothers and children under the title of “for a Handsome and Healthy Child”.
