It advances the funds which are subsequently reimbursed to it once UNESCO’s services have validated the expenditure and charged it to the UIS interfund account at Headquarters.

Mandatory advances to raise the level of the Working Capital Fund are therefore not recommended.

At UNDP, the Board noted that there were advances for projects amounting to $13.8 million that had been outstanding for longer than six months, indicating the slow liquidation of advances.

It expects that no new cash advances would be given to implementing agencies if they were still holding money belonging to the Trust Fund.

In order to have sufficient ready money in hand to finance its expenses whatever the rate of receipt of assessed contributions, UNESCO’s cash management guidelines set the minimum GEF amount of ready money to be held permanently in current accounts (and thus immediately available) at the amount recorded in the month of peak expenditure – in dollars and euros – in the preceding two years.

The Special Account may also finance repayable advances to the UNESCO Restaurant Services Fund within the limit of available resources and after consultation with the Headquarters Committee, and the costs of the housing arrangements for the Director-General as authorized by the General Conference.

The Board may, if it thinks fit, receive from any Member willing to advance the same, and either in money or money’s worth, all or any part of the moneys uncalled and unpaid or instalments payable upon any shares held by him and upon all or any of the moneys so advanced (until the same would, but for such advance, become presently payable) pay interest at such rate (if any) as the Board may decide.

The Special Account may also finance repayable advances to the UNESCO Restaurant Services Fund within the limit of available resources and after consultation with the Headquarters Committee.

In order to ensure proper planning and compliance with existing procedures, as well as a proper coherence with the renovation works, the Director-General envisages advancing from the Headquarters Utilization Fund up to €100,000 for launching the project, subject to subsequent reimbursement from funds collected by the Headquarters Committee.

After providing a number of clarifications on the UNESCO-Starck project, the Representative of the Director-General reassured the Group that the financial regulations were followed when the Headquarters Committee authorized the advancement of funds from the Headquarters Utilization Fund to launch the project.

When the works should be realized urgently to avoid serious and immediate damages, the tenant will be able to carry them out, providing that he communicates it to the owner, and will have right of refund.

Other important impacts were expected from the adoption of IPSAS 3–Net Surplus or Deficit for the Period, Fundamental Errors and Changes in Accounting Policies; IPSAS 12–Inventories; IPSAS 18–Segment Reporting; IPSAS 19–Provisions, Contingent Liabilities and Contingent Assets; IPSAS 23– Revenue from Non-Exchange Transactions (Taxes and Transfers); IPSAS 25–Employee benefits; and IPSAS 31–Intangible Assets.

Its purpose is to finance appropriations under the Organization’s approved regular budget, except for expenses chargeable to programme fiduciary funds (PFF), pending receipt of Member States’ assessed contributions.
