Before concluding, I reiterate Gabon’s support for the role of UNAMA and to welcome the tenacity and professionalism of its personnel under the leadership of the Special Representative of the Secretary-General, Mr. De Mistura.

The Commission welcomed Palestine’s full membership of the United Nations Educational, Scientific and Cultural Organization and called upon member States to raise the level of their support for the Palestinian people in their struggle to obtain their full rights and establish an independent Palestinian State in accordance with relevant resolutions of the United Nations, support Palestine’s efforts to obtain full membership in international forums, organizations and bodies, and redouble efforts and support to reinforce the resilience of the Palestinian people and ensure their continued existence on their land.

I would like to conclude by expressing my admiration for and gratitude to my Special Representative, Edmond Mulet, and to the men and women of MINUSTAH for their commitment and fortitude — while still mourning the loss of their colleagues and friends — to help to stabilize Haiti.

Thanks to the convergence of the committed, generous efforts from the international community and the resilience of the Afghan people, certain progress has been made in a number of areas, promising possible subsequent positive results in coordinating security activities, tightening poppy production control, increasing agricultural output, implementing the Mine Action Programme and cooperating with the outside world, first of all with neighbouring countries.

Finally, allow me to pay tribute to and to thank the people of Timor-Leste for their resilience and determination to establish a stable and enduring peace and sustainable development for their country.

The Ministers considered, in this regard, the importance of promoting full respect of all religions and cultures among all States, with a view to promoting and ensuring the full enjoyment of the right to freedom of expression while preventing abuses and incitement to religious hatred that could contribute to undermining the ongoing efforts to foster a culture of peace based on mutual respect and tolerance among religions, cultures and civilisations, as provided for in the international human rights instruments to which States are parties.

Equally relevant are the Convention on the Elimination of All Forms of Discrimination against Women, article 12, concerning the obligation of States to eliminate discrimination against women in health care; the Convention on the Rights of Persons with Disabilities, article 25 (b), which requires that health services be “designed to minimize and prevent further disabilities, including among children and older persons”; and the International Covenant on Civil and Political Rights, article 7, which prohibits torture or cruel, inhuman or degrading treatment or punishment and includes the prohibition of medical or scientific experimentation without free consent.
