By analyzing all the kinds of turbocharged diesel engine dynamic response factor, a simplified dynamic simulation model based on mean parameters is constructed in this paper.

Due to the existence of the uncertainty of the wind and ice loads, dynamic response factor was introduced in the process of computing the wind strength during the reliability analysis.

Though optimizing quantification factor and proportionality factor of Fuzzy-PI controller, optimizing the membership function, then make the system response has good dynamic and steady performance.
