Japan's NHK public television said those in areas where the tsunami warnings were issued should evacuate to higher ground.

If there were threat of an attack, people living near potential targets could be advised to evacuate or they could decide on their own to evacuate to an area not considered a likely target.

The United States is sending a naval task force to the area to evacuate American citizens.
