Charter schools get public money but do not have to follow the same rules as traditional public schools.

Part of the problem is that nothing seems to work: not charter schools, not tying teachers to student performance, not throwing money at schools, not even curricula reform.

The corporate charter authorizes the corporation to issue and all sell shares of stock, or transfer the ownership, to enable the corporation to raise money.
