Another company, Neptune Minerals, based in London and Sydney, has completed test drilling in the deep waters near New Zealand.

It takes years to fully develop a site, from surveying the geology, drilling test Wells, receiving permits, drilling working Wells and building generators.

Baldassare said the drilling companies were concerned that releasing water test results could affect property values for residents and amounted to a violation of their privacy.
