On the other hand, financial allocations for IICBA, IESALC, and UIS are included in the Africa, Latin America and the Caribbean and Europe and North America regions, respectively.

Taking account of the results of the Regional Conference on Higher Education in Latin America and the Caribbean (CRES), held in Cartagena de Indias, Colombia, in 2008, the Final Declaration of the 2009 World Conference on Higher Education, held in 2009, and UNESCO’s interest in continuing to strengthen its programmes and areas of action in the field of education, including higher education, especially in the context of the current financial crisis, the Bolivarian Republic of Venezuela, the Republic of Cuba and the Dominican Republic have decided to submit this item for inclusion in the provisional agenda of the 182nd session of the Executive Board, with a view to requesting that the Executive Board adopt the necessary measures to strengthen IESALCand continue to support the work done by theInstitute topromote higher education in the region.

Given this background and the reasons described herein, the content of subparagraph (e) of paragraph 01005 of Major Programme I, Education, of draft document 35 C/5, Volume 2, which states that “the programme of the UNESCO International Institute for Higher Education in Latin America and the Caribbean (IESALC) will be integrated into the overall programme of the Latin America and the Caribbean region, under the programme coordination of the Santiago-based UNESCO Regional Bureau for Education (OREALC)” is inexplicable and inappropriate.

The Ministers and authorities who attended the Regional Conference on Higher Education in Latin America and the Caribbean (CRES), held in Cartagena de Indias, Colombia, in June 2008, reaffirmed that higher education was a public social good, a universal human right and a duty of the State and they stressed in their conclusions the need to support university networks, regional institutions of higher education and coordination by IESALC-UNESCO in order to make it the main policy coordination and integration body for higher education in the region, a permanent forum for discussion and debate and a promoter of inter-agency agreements, targeted research into the sustainable use of strategic resources, among others.

67.1. One Expert commented that both the International Institute for Higher Education in Latin America and the Caribbean (IESALC) and the UNESCO Regional Bureau for Education in Latin America located in Santiago (OREALC) are integral parts of UNESCO.

Having examined the reports of: the UNESCO International Bureau of Education (IBE) (35 C/REP/1); the UNESCO International Institute for Educational Planning (IIEP) (35 C/REP/2); the UNESCO Institute for Lifelong Learning (UIL) (35 C/REP/3); the UNESCO Institute for Information Technologies in Education (IITE) (35 C/REP/4); the UNESCO International Institute for Capacity-Building in Africa (IICBA) (35 C/REP/6); the UNESCO International Institute for Higher Education in Latin America and the Caribbean (IESALC) (35 C/REP/5); and the Intergovernmental Regional Committee for the Regional Education Project for Latin America and the Caribbean (PRELAC) (35 C/REP/7), the Commission recommended that the General Conference take note of these reports.
