The Committee was informed that fees were projected to increase in 2012-2013 because the Board would be performing a number of additional tasks, namely: reviewing the Administration’s plan for the implementation of the International Public Sector Accounting Standards and monitoring the related milestones; reviewing accounting policies selected by the Administration in respect of the 29 IPSAS standards; and providing advice and guidance on the pro forma financial statements and carrying out dry runs of those statements.

In the long run, the network would operate independently with the secretarial support of ESCAP and undertake studies as requested by governmental agencies, ESCAP and other organizations/institutions.

Among the recommendations were that UNRWA must: impress upon donors that its core budget was not an administrative black hole but the key to running its educational programmes and thus should be seen as an investment in the future of the Palestine refugees; exploit all funding opportunities; enlarge its donor base for the core budget, to which only a small number currently contributed — a point to which he had drawn attention in Cairo at a meeting of Arab League ministers whose countries gave welcome support to specific projects and emergency appeals but not to the core budget; expand its partnerships with non-State actors such as foundations and other institutions in the private sector; and continue to be cost-effective in conducting its programmes through better planning, implementation and oversight.

At the same meeting, speaking on behalf of the Rio Group, the representative of Chile: reiterated the Group’s support for the legitimate rights of Argentina in the sovereignty dispute with the United Kingdom; recalled its declaration and special communiqué on the exploration for fossil fuels on the continental shelf around the Islands, adopted by the Heads of State and Government of Latin America and the Caribbean gathered at the Unity Summit held in Mexico on 22 and 23 February 2010; rejected the military activities of the United Kingdom in the Islands, which ran counter to the region’s policy of seeking a solution to the dispute through peaceful means; and also recalled the declaration on that matter that had been adopted in Santiago in October 2010 (see A/C.4/66/SR.2).

The programme, which runs over a three-year period, has the following five components: Component 1: Cultural heritage at large, focusing on national capacity-building for increased legal protection and preservation of cultural heritage; Component 2: Archaeological sites and historic buildings, to strengthen the surveillance at archaeological sites and historic buildings; Component 3: Museums and cultural institutions, including rehabilitation of facilities, provision of equipment and staff training for such institutions; Component 4: Libraries and archives, notably aimed at the modernization of the cataloguing system of the National Library and ten other libraries in Iraq, as well as staff; and Component 5: Intangible heritage, in particular the promotion of the practice of Maqam music, the protection of Maqam archives, as well as the rehabilitation of the Melodic Institute in Baghdad, the national school of music and ballet.

But with the IGEL devices we simply connect two display screens to the thin client with a Y-cable and it can run both applications simultaneously, saving us time and power.

The first and second phases of the installation of the new Information Materials Management Tool were accomplished, to enable programme specialists and publication officers to plan and budget, including the possibility to estimate print-runs, production schedules and distribution costs.

Inadequate structures, including tents, shacks and crude cement structures, are being used as schools owing to the difficulties in obtaining building permits needed to expand and upgrade existing schools and build new ones to accommodate the student population in area C, while in East Jerusalem, each year large numbers of Palestinian children are denied admission in the municipal schools run by the Jerusalem municipality and the Israeli Ministry of Education owing to a shortage of over 1,000 classrooms.

IHNFA runs three major programmes: the Family Welfare and Community Development Programme, with a predominantly preventive focus and with its main initiatives in three key areas, namely child welfare, strengthening the family and publicizing and promoting children’s rights; the Social Intervention and Protection Programme, which aims to protect children at social risk by avoiding placement in care and to that end involving the family and society in the process of intervention and restitution of rights.

In the eight years we have been running IGEL devices they very rarely break down and if something does go wrong, it can be replaced very quickly and the new unit can be up and running in moments.

Another question raised was what might happen if an alien being expelled ran a real risk of his or her fundamental rights being violated in his or her State of nationality and if no other State agreed to admit him or her.

Other developments which affected human rights were serious irregularities involving the Department of National Security (DAS); on-going tension between the Government and the Supreme Court, including the impasse in the selection of the Attorney General; difficulties in achieving more releases after the release of, inter alia, various kidnapped policemen and politicians by the Revolutionary Armed Forces of ColombiaPeople’s Army (FARC-EP) in the first half of the year; continued disregard for international humanitarian law by guerrilla groups and their attacks on the civilian population; and the political polarization fuelled by the uncertainty around a possible referendum that could allow President Alvaro Uribe to run for a third term.

GBS is working on further attempts at rationalization and economy, focusing on two main areas: (i) in line with the Board’s decision at its 189th session, a letter has been sent to all Members requesting them to forego on a voluntary basis travel and DSA payments to which they are still entitled, as well as to contribute to language expenses; a similar letter will be sent to all Member States in the run-up to the General Conference in 2013 requesting Member States’ assistance to contribute to the cost of participation by LDC representatives in the Conference and to language services; (ii) documentation restrictions have been tightened, with a gradual introduction of an absolute document maximum length, even for reports, of 12-15 pages, as practiced in the United Nations.

For those cases in which they do not, a court may take into consideration a variety of other additional factors, including the location of the debtor’s books and records, the location where financing was organized or authorized, the location from which the cash management system is run, the location of the principal bank, the location of employees, the location in which commercial policy is determined, the site of controlling law governing the main contracts of the company, the location from which purchasing or sales staff, accounts payable and computer systems are managed, the location where reorganization is being conducted, the location whose law will apply to most disputes, the location in which the debtor is subject to supervision or regulation, and the location whose law governs the preparation and auditing of accounts.

As the Palestinian civilian population continues to be subjected to Israel’s indiscriminate, excessive and disproportionate use of force by means of tanks, F-16s, helicopters and other heavy weapons, including white phosphorous shells and dense inert metal explosive bombs, the profound human suffering continues to mount, as the people of Gaza have nowhere to run and nowhere to seek refuge.

The only issue we have experienced is the challenge of running some of the older educational applications which were not designed for use over this type of network and these minor issues are now all being ironed out.

Introducing this concept, or a reference to national legislation, or establishing a system of obligatory representation of child victims would reproduce the obstacles that children face at the national level and run contrary to the rationale of the optional protocol.

Collaboration with the AU and the European Union (EU) has led to the recognition of media as an important factor in the achievement of sustainable development and joint activities continued in the run-up period to the 2010 EU-AU Summit.

The representative concluded by saying that UNASUR rejected the United Kingdom’s conduct of military exercises in the Islands, which ran counter to the region’s policy of seeking to resolve the dispute by exclusively peaceful means (see A/C.4/66/SR.5).

The problem exists partly because different countries have different technical standards on permissible weights and dimensions, and partly because some carriers desire to turn a higher profit through fewer runs with heavier loads.

It has various mechanisms which carry out functions such as: investigating cases of corruption; proposing legislation; ensuring that senior civil servants disclose their financial interests; drawing up professional codes of conduct; designing school curricula; fostering a culture of integrity and transparency; conducting studies as a means of guaranteeing accountability; organizing conferences; and running training and public communications programmes.

The Chamber further indicated that the parties may apply for leave to appeal, specifying that “the five-day deadline provided under rule 155(1) of the Rules of Procedure and Evidence of the Court to lodge an application for leave to appeal this decision shall start to run with effect from the date of the notification of the authoritative English version to the parties”.

Some of the other major positive reforms included in the new Constitution are: limiting the number of Presidential terms, removing the gender bar on running for presidency, ensuring an effective separation of powers between the executive, legislature and judiciary, creating a new Supreme Court, and introducing political parties and parliamentary oversight for important public appointments.
