It urged Viet Nam to reconsider these recommendations with a view to taking steps towards abolishing the death penalty.

At its sixty-fifth session, the General Assembly welcomed the strengthened and fruitful cooperation between the United Nations and the International Organization of la Francophonie; invited the United Nations system organizations to collaborate with the Secretary-General of la Francophonie by identifying new synergies; invited the Secretary-General of the United Nations to take the steps necessary, in consultation with the Secretary-General of la Francophonie, to continue to promote cooperation between the two Organizations; and requested the Secretary-General to submit to the Assembly at its sixty-seventh session a report on the implementation of the resolution (resolution 65/263).

The Country accepts that, by its acceptance of this Agreement and performance by the Executive Committee of its funding obligations described in paragraph 3, it is precluded from applying for or receiving further funding from the Multilateral Fund in respect to any consumption of the Substances which exceeds the level defined in row 1.2 of Appendix 2-A (maximum allowable total consumption of Annex C, Group I substances) as the final reduction step under this agreement for all of the Substances specified in Appendix 1-A, and in respect to any consumption of each of the Substances which exceeds the level defined in rows 4.1.3, 4.2.3, 4.3.3, 4.4.3 and 4.5.3 (remaining eligible consumption).

The Commission also noted the key step in eradicating poverty would be to improve access to basic services, such as energy, water and sanitation.

The Executive Secretary informed the Commission about the steps the secretariat had initiated to strengthen the resultsoriented focus of its technical cooperation work, which included: (a) larger, longerterm and better aligned capacity development projects, with emphasis on improved performance through strengthened results-based management; (b) a resource mobilization strategy that provides a framework for a more proactive approach to partnerships and donor relations, and the establishment of a Partnerships and Resource Mobilization Section; (c) continued efforts to strengthen relations with partners through meetings with a number of member States and donor agencies; and (d) enhanced engagement with some private sector counterparts as partners in promoting and delivering capacity development.

For the purposes of this Bye-law, a general notice to the Board by a Director to the effect that (a) he is a shareholder of a specified company or firm and is to be regarded as interested in any contract or arrangement which may after the date of the notice be made with that company or firm or (b) he is to be regarded as interested in any contract or arrangement which may after the date of the notice be made with a specified person who is connected with him, shall be deemed to be a sufficient declaration of interest under this Bye-law in relation to any such contract or arrangement; provided that no such notice shall be effective unless either it is given at a meeting of the Board or the Director takes reasonable steps to secure that it is brought up and read at the next Board meeting after it is given.

It urged the members of the Council to ensure that the Government work with civil society, take steps to end ethnic and gender-based discrimination and promote freedom of expression, opinion and the press.

This, as well as the award of World Press Freedom Prize, continues to serve as an important step in raising awareness globally to freedom of expression as a basic human right, and in advocating for the application and respect of international legal, ethical and professional standards that implicate all levels of society.

In this regard, discussions with the GICHD Director and the Coordinating Committee on next steps are ongoing.

However, this is an exciting step for the Company and we shall keep the Shareholders apprised of progress.

In paragraph 2 (b) of Article 4, the Convention requires each party to take the appropriate measures to “ensure the availability of adequate disposal facilities for the environmentally sound management of hazardous or other wastes, that shall be located, to the extent possible, within it, whatever the place of their disposal”, while in paragraph 2 (c) it requires each party to, “ensure that persons involved in the management of hazardous wastes or other wastes within it take such steps as are necessary to prevent pollution due to hazardous wastes and other wastes arising from such management and, if such pollution occurs, to minimize the consequences thereof for human health and the environment”.

Various steps to promote equality, access and the rights of women, including the development of action plans and direction statements to address a range of key concerns for women such as health and well-being, violence and safety, decision-making and leadership, economic security, balancing work, family and lifestyle, are being taken at the national and island-community levels.

Violations through omission include the failure to take appropriate steps to achieve the full realization of the right of everyone to take part in cultural life, and the failure to enforce relevant laws or to provide administrative, judicial or other appropriate remedies to enable people to exercise in full the right to take part in cultural life.

Nonetheless, this solution was only the first step in addressing the current demands.

The new programme orientations have been defined, widely shared with and accepted by partners and firmly entrenched within the operations of the Office; new quality projects are being developed and funded, with some already in the implementation stage, and the former portfolio of projects will be totally phased out in 2009; the challenge of aligning administrative and financial procedures, adapting corresponding tools and achieving an effective control environment has been addressed with major steps already completed and others well engaged; personnel have received necessary training in many essential aspects, developed an institutional understanding and are able and motivated; linkages and proper working procedures with programme sectors and central services at Headquarters have been re-established and consolidated; networking with other field offices in the region, and even beyond, is taking place; and UBO is well integrated within the UNCT.

(a) The steps taken to ensure that no one is involuntarily placed in psychiatric institutions for non-medical reasons; that any involuntary hospitalization for medical reasons is based on the advice of independent psychiatric experts; and that decisions by the State party to involuntarily hospitalize individuals in psychiatric institutions may be appealed.

The 2001 report of the Secretary-General on the prevention of armed conflict (S/2001/574 and Corr.1) went a step further in recognizing the critical importance of prevention by acknowledging that “the primary responsibility for conflict prevention rests with national Governments and other local actors” and “The role of the United Nations is principally to assist national Governments and their local counterparts in finding solutions to their problems by offering support for the development of national and regional capacities for early warning, conflict prevention and long-term peacebuilding.

A member opined that every single step counts in achieving the goal of clean air and blue sky and supported the ban in principle.

Steps are now under way to design a standardized set of data collection tools (e.g. online surveys) that will be used primarily to monitor and report on the impact of UNESCO publications on its various target audiences.

In its resolution 63/240, entitled “Towards an arms trade treaty: establishing common international standards for the import, export and transfer of conventional arms”, the General Assembly decided to establish an open-ended working group that would meet for up to six one-week sessions starting in 2009 in order to facilitate further consideration on the implementation of the relevant recommendation contained in paragraph 27 of the report of the Group of Governmental Experts to examine the feasibility, scope and draft parameters for a comprehensive, legally binding instrument establishing common international standards for the import, export and transfer of conventional arms (see A/63/334), on a step-by-step basis among all States Members of the United Nations, in an open and transparent manner.

Through the investigation and experimentation standards, students learn how to use appropriate tools and technology and a variety of print and electronic resources, communicate ideas logically, construct scale models and diagrams to communicate knowledge, and communicate the steps and results of investigations.

Together with these steps, the international community must rededicate its attention and redouble its efforts towards the larger objective of a just, lasting and comprehensive peace in the Middle East and the resolution of the Palestinian question on the basis of international law and the full implementation of the relevant United Nations resolutions and agreements, the obligations of the parties and the framework provided by the Madrid terms of reference, the Road Map and the Arab Peace Initiative.

In other words, instead of a two-step process deciding, explicitly or implicitly, whether in principle MFN clauses covered dispute settlement provisions, and embarking on the interpretation of the MFN provision in question to see whether it applied in fact to dispute settlement provisions, there was a prior step, possibly overlooked in the case-law, aimed at determining who was entitled to benefit and whether the preconditions for access had been fulfilled.

5. The carrier shall not be liable for loss of or damage to goods that occurs during the time that they remain undelivered pursuant to this article unless the claimant proves that such loss or damage resulted from the failure by the carrier to take steps that would have been reasonable in the circumstances to preserve the goods and that the carrier knew or ought to have known that the loss or damage to the goods would result from its failure to take such steps.
