The Subcommittee considered that the work in the following areas should be continued in the biennium 2011-2012: classification of desensitized explosives and oxidizing solids; issues related to dust explosion hazards; corrosivity criteria (consideration of pitting corrosion and suitability of tests C.1 for solids); further alignment of the criteria in the Globally Harmonized System with that of the Model Regulations; editorial revision of the chapters addressing skin corrosion/irritation; assessment of water-activated toxicity; implementation issues; further improvement of annexes 1, 2 and 3 of the Globally Harmonized System; and development of additional guidance for the labelling of small packagings.

The trade representative further enquired that was it acceptable to put the sticker label out of the original ingredients list.

Initially, staff at the police station sought to explain the presence of the “whiplash” as a piece of criminal evidence seized for presentation in a criminal case; this unconvincing explanation failed to fit with the account, as given by the senior officer, of procedures for documenting, labelling and storing items taken in evidence by the police – procedures verified by the delegation as being applied to other items of evidence present at the police station.

In replying to an enquiry of a trade representative, the Chairman, Mr. C. L. CHIU and Mr. W. Y. C H A N advised that when a chemical was an exempted substance and was not considered as preservative or antioxidant under Preservatives in Food (Amendment) Regulation 2008 but function as one, its function as preservative or antioxidant in the food should still be required to be labelled in the food product in accordance with relevant legislations (e.g. Food & Drugs (Composition and Labelling ) Regulations, Cap. 132W).

The Commission agreed to request the Committee on Food Labelling to revise the list of class titles in Section 4 of the General Standard in the light of the revised list of functional classes in Section 2 of the Guidelines to harmonize the terms to the extent possible to fit the purposes of the General Standard and to consider the matter of understandability of the terms applied to functional classes/class titles to ensure consumer information and fair trade practices.

He recommended the trade to comply with the requirement of declaring the colouring matters added to food on the label, avoid or reduce the use of these colouring matters, and appealed the trade to support the recommendations.

Its comprehensive monitoring, control and surveillance scheme included vessel registry, reporting and recording requirements of catches and fishing effort, labelling of fish products, stowage requirements and marking of gear, independent observers, joint patrol and inspection schemes, vessel monitoring system and port State measures.

The meeting highlighted the need for an internationally recognized biosphere reserve label that could be given to quality goods and services from biosphere reserves, and will work on this issue.

Additionally, the list of products in need of further consideration on the implementation of energy label and energy-efficiency standards include: air compressors, air-conditioners, electrical machines, gas products, electrical household appliances (TVs, VCRs, audio and visual products and related entertainment products) and office equipment (computers and related equipment, copy machines, fax machines etc.), lighting products (lamps and ballasts), one-piece boilers, cold storage equipment (for domestic and commercial use), stoves, substation transformers and water heaters etc.

Asian countries can take full benefit of the Global Fuel Economy Initiative, the main priorities of which are to: (a) collect, analyse and communicate data and analysis on the fuel economy, and monitor trends and progress towards a 50 per cent improvement by 2050; (b) promote and support the development of national fuel economy policies that encourage fuel economy improvements over time for vehicles produced and/or sold in-country — this component aims to serve in opening the door to national discussions and planning; (c) technical harmonization of labelling requirements, testing standards and drive cycles, for example; and (d) provide consumers and decision makers with information on options, costs and available resources to improve fleet performance and reduce emissions through a global database.

Because of these research findings, the U.S. Food and Drug Administration (FDA) announced that all products for postmenopausal women containing estrogen should have a warning label stating that prolonged use could increase the risk of heart attacks, strokes, blood clots and breast cancer.

The Committee paid special attention to the coordination of its own activities with those of other international organizations whose activities impinge on the field of transport of dangerous goods or of classification and labelling of chemicals, such as the International Atomic Energy Agency (IAEA), ILO, WHO, UNITAR and the Organization for Economic Cooperation and Development, to ensure that their work would complement, rather than duplicate or clash with, its own activities and recommendations.

At its 42nd meeting, on 29 July, following statements by the representatives of the United States of America and Canada, the Council adopted the draft resolution entitled “Work of the Committee of Experts on the Transport of Dangerous Goods and on the Globally Harmonized System of Classification and Labelling of Chemicals”, recommended by the Committee of Experts (see E/2009/53, sect. I).

The policy areas in which it was desirable to promote sustainable consumption and production were: innovation, life cycle and supply-chain approaches to policies on production and land use; strategic environmental assessments; the incorporation of sustainable consumption and production into national development plans; voluntary private sector agreements; energy efficiency and renewability; the promotion of environmentally friendly practices in construction; the need to assess labelling and define labelling criteria in the best interest of the region; the establishment of instruments to enhance the relative profitability of sustainable activities; the expansion of markets for sustainable products; and efforts to ensure that local communities and indigenous groups receive a fair share of the benefits generated by the exploration of resources and traditional knowledge.

However, Georgia finds it unacceptable to label all of them with a certain ethnic origin and thus, cannot accept the term “Meskhetian Turks” as a priori hindering their inherent right to self-identification.

The United Nations continues to face a fragmented external environment, where donors and assistance providers label rule of law activities differently and inconsistently frame policies and operational approaches.

When paying attention to energy-efficiency and eco-design to improve the overall Eco-efficiency of the enterprise, the following areas shall be focused on: paying attention to energy consumption of production processes and products and implementing the energy labeling system; considering the selection of materials in product design and minimize the use of toxic and hazardous substances; considering energy-saving and environmentally friendly design, material saving design, reusing, recycling, design that facilitates disposal of discarded products; consider the detachability of products in design to improve the reusing rate of products; eco-friendly and reduced product packaging, among others.

The label guarantees that the product originates in capture fisheries and/or aquaculture enterprises that are sustainably managed and/or that adhere to criteria reflecting social and cultural values deemed important by the scheme’s originators.
