Government guarantee aside, in practice, in determining the interest levels, each borrower would be assessed individually against various relevant factors, including the borrower’s business, its operational and financial strength, the type and nature of credit facility, the loan amount and repayment tenor, the cost of funds to the bank, the type, quality and marketability of any security pledged and availability of personal guarantees, the borrower’s relationship with the bank, etc.

In handling any public order events, the police will take into account the number of participants, the public reaction possibly caused by the event, the previous strategy and experience in handling similar events, the restrictions to be possibly encountered when taking actions, and so on, in making comprehensive risk assessments and considerations to determine the manpower required to be deployed and taking appropriate crowd control measures to ensure that this type of public order events can be conducted in a safe and orderly manner.

Glass of suitable type, thickness and size should be selected to provide an appropriate degree of safety, taking into account the intended use and the possibility of catastrophic consequences in the event of breakage.

The feasibility study submitted to the Executive Board at its 166th session (166 EX/15), stressed, among other things, that the purposes and functions of the International Institute for Opera and Poetry (IIOP) are in keeping with UNESCO’s objectives, in particular regarding the promotion and dissemination of knowledge in the field of the world lyrical heritage; the promotion of education and training for artists working in the fields of opera and poetry, and in particular for young people of talent; the promotion of initiatives internationally, nationally and locally in these two key areas; and the promotion of new contemporary creative works, particularly those serving as media for new types of multicultural exchange.

However, many factors must be taken into consideration in comparing results, such as the nature of the work carried out by the organization, location, age and type of facilities, and climate and country-related factors such as the nature of the electric power available in the host county.

Despite that broad conceptual acknowledgment, the political debate continues, first, on the nature of the security-development nexus; secondly, on the types of policies that should be pursued to achieve durable peace, security and sustainable development, including to address the root causes and drivers of conflicts; and thirdly, on the way forward for the Security Council to prevent the eruption or protraction of, or relapse into, violence, given the changing nature of conflicts and the security-development nexus, as well expressed in the concept note prepared by the Mission of Brazil (S/2011/50, annex).

What was required, speakers concurred, was more targeted initiatives by both least developed countries and their international commercial partners and other stakeholders to implement measures that would overcome institutional gaps and create appropriate incentives for more effective international collaboration to exploit investment opportunities, capitalize on unexploited trade opportunities, and assure more efficient and business-enabling knowledge sharing, especially best practices and other types of know-how, including the transfer of appropriate technologies.

The same type of approaches should be applied in support to other regional initiatives such as NEPAD, or the reconstruction of scientific cooperation in South-East Europe, coordinated by UNESCO’s Venice Office.

As set out in paragraph 9(b) above, under the expanded SLAS, the rate of final contribution for Type II proceedings (i.e. the new types of civil proceedings apart from those relating to Labour Tribunal appeals and existing types of civil proceedings for professional negligence claims) is 20% or 15% if the claim is settled before the date of commencement of the trial or the hearing, or if counsel is engaged, before the delivery a brief to counsel for attendance at the trial or the hearing.

Recommendations proposed included prioritizing least developed countries in allocations of official development assistance; implementing new and innovative sources of financing; exploring and, where possible, experimenting with new types of financial and, especially, non-financial collaboration; leveraging resources through subsidies for international private sector engagement, especially foreign direct investment, in areas of least developed country priority; strengthening least developed country capacities for commercial contracting through greater transparency in agreements and by fostering governmental, especially parliamentary, review; increasing the participation of least developed countries in governance of the aid architecture.

Looking to the future, the community’s efforts in this area will be focused on finalizing the legal instrument and its adoption by member States; boosting the active participation of national commissions on small arms and light weapons; implementing the border programme, especially in the area of cross-border security; drawing up and implementing a police cooperation mechanism to address the issue of the six lawless zones; operationalizing the Gulf of Guinea securitization strategy in coordination with the Economic Community of West African States and, of course, with our international partners; implementing the policy of security sector reform in order to ensure that State armaments are traceable; providing support of all types to ensure the success of disarmament, demobilization and reintegration processes at rates of around 90 per cent by 2015; and strengthening civil society organizations with regard to information, awareness-raising and social networking.

Main courses of action recommended for document 33 C/5 were: (i) to place emphasis on education, including early childhood education, as the most effective means to empower the poorest families and their children; (ii) to carry out research on extreme and persistent poverty so as to gain an understanding of the nature of poverty as well as the type of commitment and actions necessary to overcome it; (iii) to create opportunities where policy-makers and poor people could work together in setting inclusive policies that would benefit whole communities; and (iv) to raise public awareness and promote a holistic and human rights-based approach to the eradication of poverty.

Starting from the objective to ensure increase of welfare of the country through rationalisation of policies of social protection and increase of access to high quality services, cooperation will focus on activities of reform of the social assistance system, emphasis being made on an efficient system of social services, development and diversity of social service through promotion of the principle of non-institutionalisation, redirection of financial means from residential institutions to community and family service, as well as other types of services.

Such legal support generally pertains to the following types of cases: (a) pre-litigation cases (during the 2009/10 period, approximately 38 per cent of the Division’s reviews of recommendations for dismissal related to staff members in peacekeeping operations); (b) cases at the Dispute Tribunal level (during the 2009/10 period, approximately 39 per cent of the advice to entities representing the Organization before the Dispute Tribunal related to cases arising in peacekeeping operations, and approximately 16 per cent of the total number of judgements related to cases arising in peacekeeping missions); and (c) representation of the Organization before the Appeals Tribunal (during the 2009/10 period, the Division submitted 19 appeals and answers related to cases arising in peacekeeping missions, which represent approximately 19 per cent of the total number of submissions).

In response to questions from representatives, he clarified that the final report on the evaluation of customs officers training and licensing system projects would cover the question of whether the equipment supplied to customs officers for identification of ODS was of the required type and number; that a desk study was a necessary precursor to a field study, enabling him to verify with the Executive Committee that he was indeed studying the issues that the members considered most relevant; and that the determination of subjects for evaluation was made independently by him, as desired by the Executive Committee, and then discussed collaboratively within the Secretariat.

According to the Law on Education, these implement complementary activities to the educational process at all types of schools, including lyceums with the purpose to develop the creative skills of pupils in the field of science, technology, arts, sports, tourism, etc., as well as beneficial and pleasant leisure management, whilst the activity of the extra-school institutions is financed from the state budget, the services of these institutions being usually free of charge, this making them available for all applicants irrespective of their origin, social adherence, religion, etc.

This approach has shown promising results in many cases and is often preferred by the fishing industry over transitioning to a completely new gear type and fishing practice, which is an alternative that has many more uncertainties and higher economic risks.
