At the same session, the Assembly elected Hungary for the remaining term of office of Belarus, which relinquished its seat (decision 64/406 B).

Committee has ceased to carry out the functions of member for any reason other than absence of a temporary character, the Chairperson of the Committee shall notify the Secretary-General, who shall then declare the seat of that member to be vacant.

Significant numbers of road traffic fatalities and injuries can be prevented by addressing the leading causes, which include excess speed, lack of seat-belt and child restraint use, drinking and driving, lack of helmet use by riders on two-wheel and three-wheel motorized vehicles, poorly designed and inadequately maintained roads, unsafe infrastructure and vehicles, and inadequate trauma care.

For example, member States of the European Union may not be in a position to adopt a rule that failed to take into account that, under article 16 of the Community Trademark Regulation 207/2009 (“CTM Regulation”), community trademarks are subject to primarily articles 17-24 of the CTM Regulation, and, only if these provisions have no specific rule, the law of the State where the proprietor has his seat, establishment (if inside the EU) or Spanish law (seat of the Office).

The session started at 10.30 am following the request by Electoral Group I to have some additional time in order to submit an amendment to Rule 13.2, which had been amended, following the proposal made by the Delegation of Estonia the day before, by adding the sentence “As soon as the number of States Members of the Committee reaches 24, at least three seats shall be attributed to each of the six electoral groups”.

b) In case one or more electoral group(s), as defined by the UNESCO General Conference at its most recent session2 , might have no State Party in the composition of the next Committee3 , one seat per such electoral group(s) shall be reserved.

The regional allocation of seats shall be according to the following pattern: (a) thirteen members from African States; (b) thirteen members from Asian States; (c) eight members from Latin American and Caribbean States; (d) six members from Eastern European States; and (e) seven members from Western European and other States.

With constant and intensive assistance from UNAMI, the Iraqi Electoral Commission overcame every hurdle, every time; met operational timelines; came out of a rather complicated and contentious parliamentary debate some time ago over critical electoral legislation; regulated a complex formula for the allocation of seats and the representation of minorities and women; and concluded the adjudication of formal complaints, of which there have been as many as 2,000 to date.

Decides that, for the purposes of the election of the members of the Committee at the present session, and given the special circumstances as provided for by Rule 15.2 of the Rules of Procedure, the 24 seats will be distributed among the electoral groups in accordance with the following exceptional arrangement: Group I (7); Group II (4); Group III (4); Group IV (2); Group V(a) (5); Group V(b) (2), it being understood that at the next ordinary session of the Conference of Parties one seat will be returned by Group I to Group IV, and one seat by group V(a) to Group V(b).

The International Criminal Tribunal for Rwanda has continued its work on the recommendations contained in the report of the Secretary-General on the administrative and budgetary aspects of the options for possible locations for the archives of the International Tribunal for the Former Yugoslavia and the International Criminal Tribunal for Rwanda and the seat of the residual mechanism(s) for the Tribunals (see S/2009/258, para. 250).

In 2002 elections, The Czech Social-Democratic Party (ČSSD) received the highest amount of seats (70), followed by The Civic Democratic Party (ODS) with 58 mandates, the Communist Party of Bohemia and Moravia (KSČM) with 41 seats and the last was the coalition of the Christian and Democratic Union – The Czechoslovak People’s Party and The Freedom Union – The Democratic Union (KDU-ČSL US-DEU) with 31 mandates.

In September 2010, the Secretary-General’s report on women’s participation in peacebuilding (S/2010/466) provided more elaborate recommendations, including setting up regular briefings for negotiating parties on gender issues relevant to peace agreement provisions, a concerted investment in strategies that have proved to enhance women’s participation in negotiating teams, support to context-appropriate mechanisms for consultations with women’s civil society organizations, and efforts to ensure seats for women from civil society in international engagement meetings such as donor conferences.

Governments are urged to enact comprehensive laws to protect all road users, including pedestrians, by setting appropriate speed limits and blood alcohol concentration limits, and by requiring the use of appropriate protection mechanisms, including helmets, seat belts and child restraints.
