In the Medical Services Section, the establishment of 15 additional national posts (6 National Officers and 9 national General Service staff) is proposed, as the Section has over the past years expanded the services it provides, which include round-the-clock operation of the UNOCI headquarters clinic, which is now functioning at level I-plus rather than the previous level I; patients are followed up at their homes after discharge from level III hospitals; patients are regularly visited in the 11 level III hospitals in Abidjan and in Sector West and Sector East; doctors in the regional headquarters perform outreach activity by visiting remote offices twice a week; support is provided to the Government during important functions and to the United Nations country team as part of the United Nations integrated framework; and medical support is proposed to be provided eight hours a day at the logistics base in Koumassi as opposed to the current two hours a day.

At its sixty-sixth session, the General Assembly stressed the importance of the continued substantive consideration of the follow-up to and implementation of the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States and decided to consider at its sixty-seventh session the reports of the Secretary-General on concrete recommendations to enhance the implementation of the Barbados Programme of Action for the Sustainable Development of Small Island Developing States and the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States (A/66/278) and on the review of United Nations system support to small island developing States (A/66/218), issued for the sixty-sixth session (resolution 66/198).

In section V, paragraph 11, of the same resolution, the General Assembly requested the Secretary-General to seek a more effective strategy to fill current and future language post vacancies at all duty stations in a timely manner, took note of paragraph 92 of the report of the Secretary-General on the pattern of conferences (A/63/119 and Corr.1), and also requested the Secretary-General to hold the competitive examinations for the recruitment of language staff referred to in that paragraph, as well as other examinations beyond 2009, well in advance so as to fill current and future language post vacancies at all duty stations in a timely manner, and to inform the Assembly at its sixty-fourth session of efforts in that regard.

Under the Working and Rest Time Act, the following categories of workers have reduced working time: employees who perform underground work, work that poses a health hazard or work of a special nature — up to seven hours per day or thirty-five hours per week; teachers and educators working in schools and other child care institutions, and other persons working in the area of education, and psychologists and speech therapists working on the basis of employment contracts entered into with a provider of health care services — up to seven hours per day or thirty-five hours per week.

The high-level meeting convened on HIV/AIDS in southern Africa where Ministers of Finance, Health and Education from Zambia, Zimbabwe, Botswana, Namibia, Swaziland and Lesotho met together with nine United Nations system Executive Heads, had the objectives of identifying key challenges facing these countries in scaling up their national responses to HIV/AIDS and defining the role of the United Nations system in supporting national efforts.

Extensive public awareness and capacity-building activities were implemented, including distribution of materials and tools and eight training courses on data acquisition, coastal modelling and inundation mapping.

I would appreciate if the present letter and its annex could be circulated as a document of the sixty-third session of the General Assembly, under agenda items 15, 16, 29 and 65 (c), of the tenth emergency special session of the General Assembly under agenda item 5, illegal Israeli actions in Occupied East Jerusalem and the rest of the Occupied Palestinian Territory, and of the Security Council, under the item entitled “The situation in the Middle East, including the question of Palestine”.

(b) Every balance sheet of the Company shall be signed pursuant to the provisions of the Companies Ordinance, and a copy of every balance sheet (including every document required by law to be annexed thereto) and profit and loss account which is to be laid before the Company in general meeting, together with a copy of the Directors’ report and a copy of the Auditors’ report, shall not less than (twenty-one) days before the date of the meeting, be sent to every member of, and every holder of debentures of, the Company and every person registered under Article 46 and every other person entitled to receive notices of general meetings of the Company, provided that this Article shall not require a copy of those documents to be sent to any person of whose address the Company is not aware or to more than one of the joint holders of any shares or debentures.

Rather than reciprocate the efforts and gestures made for peace — from the explicit commitment to peace and the two-State solution based on the pre-1967 borders made by the Palestinian leadership, beginning with the Palestinian Declaration of Independence over 20 years ago; to the Madrid, Oslo, Taba, Sharm el-Sheikh and Annapolis commitments; the Arab Peace Initiative over eight years ago; the road map to Mideast peace and the Quartet Statement; the diplomatic efforts of the United States of America and all other concerned nations — Israel continues to pay only lip-service to the pursuit of peace, while its actions are actually destroying any chance for the realization of peace.

The 63rd meeting considered the 2011-2014 consolidated business plan of the Multilateral Fund, and after making some amendments to the projects proposed, the Executive Committee endorsed the 2011-2014 consolidated business plan while noting that endorsement denoted neither approval of the projects identified therein nor their funding or tonnage levels; established a window for ODS destruction for LVC countries, pursuant to decision XXI/2 of the Twenty-first Meeting of the Parties, amounting to US $3 million; and decided that the project preparation could be funded for stage II HPMP activities and 12 might be included prior to the completion of stage I in business plans for the years 2012-2014 and that the duration of the next business plan should be only for the next triennium 2012-2014, and include any multi-year funding after 2014 (decision 63/5).

In addition, there remain five unfilled vacancies on the Commission as follows: one from Eastern European States and one from Western European and other States, both for a term beginning on the date of election and expiring at the close of the Commission’s fifty-third session, in 2015; and two from Latin American and Caribbean States and one from Western European and other States, all for a term beginning at the first meeting of the Commission’s fifty-first session (held in 2012) and expiring at the close of the Commission’s fifty-fourth session, in 2016 (see Council decision 2011/201 E).

Working time of employees engaged in underground work, work which poses a health hazard or work of a special nature is reduced if they work under such conditions for at least thirty hours per week.

The eight principles are: that the State party bears responsibility for the military and security activities of PMSCs registered or operating in their jurisdiction, respect for the rule of law by PMSCs, respect of State sovereignty by PMSCs, the State party’s obligation to prohibit PMSCs from directly participating in hostilities, terrorist acts and military actions in violation of international law, the prohibition on outsourcing inherently State functions to PMSCs, including the use of certain weapons of a nature to cause superfluous injury or unnecessary suffering and the prohibition on PMSCs and their personnel with regard to illegally acquiring, possessing or trafficking in arms and ammunitions.

The new labelling requirements in prepackaged food products included declaring the presence of the eight most common allergy causing substances, labelling the functional class of food additive and its specific name or its identification number under the International Numbering System for Food Additives, and labelling of date format in a more flexible manner.

By its resolution 65/310, the General Assembly welcomed the report of the Special Committee on Peacekeeping Operations (A/65/19), decided that the Special Committee, in accordance with its mandate, should continue its efforts for a comprehensive review of the whole question of peacekeeping operations in all their aspects, review the implementation of its previous proposals and consider any new proposals so as to enhance the capacity of the United Nations to fulfil its responsibilities in this field, and requested the Committee to submit a report on its work to the General Assembly at its sixty-sixth session.

Consequently, in the report of the Commission on its sixty-first session it was pointed out that “certain issues concerning international responsibility between States and international organizations have not been expressly covered either in the articles on the responsibility of States for internationally wrongful acts or in the draft articles on the responsibility of international organizations”; some examples of these issues were given; and the Commission asked for comments and observations from Governments and international organizations about the context in which these questions should be considered (A/64/10, paras. 27 and 28).

With a view to ensuring the effective implementation of the functions of OHRLLS and strengthening its capabilities and its effectiveness, as well as the effectiveness of the United Nations system support provided to least developed countries, the Secretary-General is requested to prepare a report, in consultation with Member States and the relevant specialized agencies, funds, programmes and regional commissions, taking into account the work done by the United Nations system, and to submit it with recommendations to the General Assembly at its sixty-seventh session.

The expected outcomes under this agenda item include: (a) the identification of emerging issues that merit policy-oriented attention; (b) the identification of progress achieved and gaps requiring priority attention with regard to the implementation of Commission mandates; (c) follow-up actions to major global conferences; (d) the articulation of Asian and Pacific perspectives on issues that will be addressed in major global forums in 2011; (e) the endorsement of the reports of the subsidiary bodies which have been held since the sixty-sixth session of the Commission; and (f) the identification of key issues to be taken up in meetings of subsidiary bodies in 2011.

In the eight years we have been running IGEL devices they very rarely break down and if something does go wrong, it can be replaced very quickly and the new unit can be up and running in moments.

At its thirty-seventh session, the Commission reaffirmed the importance of the work of the Population Division in providing the United Nations system and the international community with comprehensive and scientifically sound inputs for the analysis of progress made in achieving the goals and objectives on population and development set in the outcomes of major United Nations summits and conferences, especially the Programme of Action of the International Conference on Population and Development, the key actions for its further implementation and the Declaration of Commitment on HIV/AIDS (Commission resolution 2004/1).

Also invites the Secretary-General, on the basis of the extensive international work experience acquired by the White Helmets, as recognized by the General Assembly since the adoption of its resolution 49/139 B, the first resolution on the White Helmets initiative, and in view of the success of coordinated actions carried out with, inter alia, the United Nations Children’s Fund, the World Food Programme, the Food and Agriculture Organization of the United Nations, the Office for the Coordination of Humanitarian Affairs of the Secretariat, the United Nations Development Programme and the United Nations Volunteers, to suggest measures to enhance the integration of the White Helmets initiative into the work of the United Nations system and to report thereon to the Assembly at its sixty-seventh session in a separate section of the annual report on the strengthening of the coordination of emergency humanitarian assistance of the United Nations.

The report contained eight recommendations requesting OHCHR to adopt a results-based management approach to the budget and planning process; to seek the views of the Human Rights Council in preparing the proposed strategic framework and associated financial requirements for human rights activities; to establish a reasonable balance between the regular budget of OHCHR and voluntary contributions; to set up a board of trustees for the Trust Fund for Support of the Activities of the Centre for Human Rights (which had accounted for 80 per cent of the Office’s extrabudgetary resources in 2006); and to increase efforts to broaden the donor base and reduce earmarked funds.

It requested the secretariat to compile these submissions into a miscellaneous document for consideration at its thirty-fifth session and to prepare a synthesis report based on the submissions and other relevant information before its thirtyfifth session.

(b) The United Nations Inter-Agency Coordinating Committee for Human Rights Education in the School System to submit a final evaluation report of the implementation of the first phase of the World Programme for Human Rights Education, based on national evaluation reports, in cooperation with relevant international, regional and nongovernmental organizations, to the General Assembly at its sixty-fifth session.

The past eight years of terror and the period of so-called calm have taught us that any arrangement must be fully respected and secured, including the total cessation of rocket fire and smuggling, in order to be durable and to allow the possibility of lasting peace.

Based on the above, the Secretariat expressed concerns that the proposed project did not meet the guidelines in decision 58/19, nor does it clearly respond to decision XXI/2 of the Twenty-first Meeting of the Parties to the Montreal Protocol where the Executive Committee was requested, inter alia, “to consider the costs of a one-time window within its current destruction activities to address the export and environmentally sound disposal of assembled banks of ozone-depleting substances in low-volumeconsuming countries that are not usable in the Party of origin”, since the proposal is more of a study to see what are the issues and problems related to ODS waste disposal in this region with a view to finding a future solution.

(2) Any person entitled under Article 53 to be registered as the holder of any shares may vote at any general meeting in respect thereof in the same manner as if he were the registered holder of such shares, provided that forty-eight (48) hours at least before the time of the holding of the meeting or adjourned meeting, as the case may be, at which he proposes to vote, he shall satisfy the Board of his entitlement to such shares, or the Board shall have previously admitted his right to vote at such meeting in respect thereof.
