Therefore, any State would need to take necessary measures to maintain social and political stability for development, and in this connection, any activity that violates the law and threatens this fundamental interest of the nation should be punished in accordance with the law.

In addition to the fundamental rights guaranteed in the Constitution, the Act further provides for the right to survival and development of children; right to name; right to nationality; right to health and health services, etc; right to privacy; right to parental care, protection and maintenance; right to a child in need of special protection measures; right of the unborn child to protection against harm, etc; right to parental property; right to social activities; rights to social activities; contractual rights of the child; right to opinion; right to education; child’s right to stay with parents; protection from harmful social and customary practices; right of child to be maintained and the right of children to legal aid in all cases.

In Iraq, UNESCO supported the revitalization of TVET, as well as capacity-building of teachers and the establishment of a Teacher Training Network for Iraq in four universities; Similarly in other countries, UNESCO assisted in the development of a curriculum framework, syllabi and textbooks (Afghanistan); the creation of a nation-wide education management system to increase management effectiveness in post-conflict countries; and awareness-raising of human and indigenous rights through the re-adaptation of syllabi and textbooks in countries with large indigenous populations.

Analysing, as they did, the dynamics of the construction of nation states, the sources of democracies and social movements in the two regions, as well as the revolution in Haiti, they provided a welcome opportunity for sharing the views on the forces that favoured these processes.

Targeted national policies and assistance and international support measures are required for least developed countries affected by conflict to address the challenges related to peacebuilding, nation building, reconstruction and rehabilitation and to improve and strengthen governance as per their request.

I firmly believe that justice and truth will shine in every corner of our country. What I can do now is to hang on persistently, not for any special cause, but for peace of my own conscience and soul, as well as for a quality society where our children will live; and, more importantly, for our nation, so that our country can continue to exist in this world in good health.

I think that this mediation centre should be established under the central government with nation-wide terms of reference for two reasons: first, the investment of the Hong Kong businessmen goes to all parts of China; second, some local public security authorities or enterprises in China have very strong backing, if the position of the mediation centre is low in the hierarchy, with neither authority nor influence, or if it is just a channel resembling a mailbox that gets the message across only, it would not be able to execute its stipulated functions and could hardly protect the Hong Kong businessmen.

A recent experience in our region was the successful mediation carried out by Colombia and Venezuela in order to assure the return of Honduras to the Organization of American States and to contribute to resolving the crisis that arose in that nation in 2009.

A nation free of corruption, putting in place strengthened state and public institutions whose members conduct themselves with integrity, transparency and accountability.

The President of the Republic, on the advice of the President of the National Assembly and the President of the Constitutional Council and after having informed the nation via a public address, may take any measure necessary to re-establish the normal functioning of the authorities and to safeguard the nation, with the exception of a constitutional amendment.

On the other hand, having welcomed the unity agreement among the Palestinians, Turkey hopes that the process of national reconciliation can be concluded soon with the formation of an inclusive and democratically representative Government that will take the Palestinian nation to free and fair elections.

In Haiti, as general food distribution for earthquake victims wound down and the nation turned to reconstruction, WFP cash- and food-for-work programmes provided employment opportunities to 70,000 participants, benefiting 350,000 people and helping to clear rubble and rebuild infrastructure.

Only a complete cessation of all settlement activities and human rights violations would create an environment conducive to the peace process and its ultimate goal of two States, Palestine and Israel, living side-by-side in peace and security on the basis of the pre-1967 borders, with the Palestinian people living as a free, secure, self-reliant nation in an independent State with East Jerusalem as its capital.

The prospects for trade in South Asia had improved with new initiatives of the South Asian Association for Regional Cooperation (SAARC) and the awarding of most favoured nation trading status to India by Pakistan.

While recognizing the difficulties involved in establishing accountability for past crimes, especially for a young nation still striving for stability and national unity, I remain concerned, as conveyed in my previous report (see S/2009/504, para. 55), that the prolonged delay in delivering justice and providing reparations to victims and their families may further adversely affect public confidence in the rule of law.

It is very clear that every nation has to adopt a holistic approach to its energy needs and security, given that difficult policy tradeoffs and contradictions are mounting, the more so with the growing interdependence of development and climate objectives.

Thus, in light of all of the abovementioned information, the Committee considers that the conflict situation in the Democratic Republic of the Congo, as attested to in all recent United Nation reports, makes it impossible for the Committee to identify particular areas of the country which could be considered safe for the complainants in their current and evolving situation.

The leadership of the Ministry has implemented the management and control over study and research on the preservation of cultural heritages by using 3 measures including legal education and direct operation led by every competent team to the sites of ancient temples in the purpose to study the damage condition of the temples in order to propose the repairing and development plan as well as to promote, educate every citizen about their obligation in preservation of the cultural heritage of the nation.
