(c) Information technology ($2,644,500), owing to a number of factors, including non-implementation of planned activities for system development by the Office of Information and Communications Technology, vacancies with respect to contractual services personnel associated with ongoing information and communications technology operational support in the Department of Field Support, inadvertent recording of technology charges for the period 2010/11 in the financial period 2011/12 in the Department of Management and non-procurement of software for the new case management system in the Office of Internal Oversight Services owing to deficiencies detected in the testing phase.

Many speakers stated that it would be important to increase the effectiveness and impact of aid by addressing deficiencies in the international aid “architecture”.

(b) In order for the JIU reports to be thoroughly and effectively utilized by the UNESCO legislative organs, the recommendations contained therein must be: (a) directed at correcting clear deficiencies with practical, action-oriented measures to solve significant problems; (b) convincing and well-supported by the facts and analysis in the report; (c) realistic in terms of implied resource commitments and technical capabilities; (d) cost-effective; and (e) specific regarding actions to be taken, and those responsible for taking actions, so that implementation and resulting impact can be clearly tracked.

Also, the electronic networks and their ability to facilitate work for the FOs are for many reasons still deficient.

The Committee recalls that an external review undertaken in the biennium 2006-2007 of the organizational structure, staffing, management framework and operations of the Office identified numerous problems, such as deficient information systems and weak processes that were heavily manual and time-consuming.

To be sure, the Office of the Prosecutor, the Defence Office and the Registry have been active in Lebanon, promoting discussions, meetings with the relevant members of the legal profession and encounters with Lebanese media (only the Chambers have been slow or deficient in promoting their outreach programme, for a number of practical reasons, for which the President takes full responsibility).

Ireland was concerned about serious deficiencies in the area of gender equality and about reports of the systematic torture of prisoners and people in detention.

With these tests, the countries that are being assessed seek to gain an overview of the performance of their education systems, supplying information every three years to set education standards and to be able to understand the causes and consequences of the deficiencies observed in their results.

Aspects of the training included internal control test methods, general determination of samples, options of sampling methods and assessment of deficiencies in internal control execution, etc., preparing the team for the full implementation of the self-assessment of internal control.

58. The gradual change of contemporary conflicts in the past decade from interstate warfare to internal conflicts and the increasing scale of damage to cultural property have shown deficiencies in the implementation of the Convention such as the interpretation of the notion of military necessity, efficiency of the overall concept of special protection, protection of cultural property in conflicts not of an international character, efficiency of sanctions for breaches of the Convention and the control system of the Convention.

Supplementation of minerals provides "nutritional insurance" against deficiencies, especially during periods when you don't receive adequate nutrition from the foods you eat.

The Committee notes that reporting on the evaluation of the impact of efficiency measures on mandate and service delivery remains deficient at this stage (see also para. 33 above).
