In the Medical Services Section, the establishment of 15 additional national posts (6 National Officers and 9 national General Service staff) is proposed, as the Section has over the past years expanded the services it provides, which include round-the-clock operation of the UNOCI headquarters clinic, which is now functioning at level I-plus rather than the previous level I; patients are followed up at their homes after discharge from level III hospitals; patients are regularly visited in the 11 level III hospitals in Abidjan and in Sector West and Sector East; doctors in the regional headquarters perform outreach activity by visiting remote offices twice a week; support is provided to the Government during important functions and to the United Nations country team as part of the United Nations integrated framework; and medical support is proposed to be provided eight hours a day at the logistics base in Koumassi as opposed to the current two hours a day.

Two of the 4 general temporary assistance positions, 1 P-4 and 1 P-3 Training Officers, and 1 P-4 continuing post, currently funded from the support account, design, deliver, upgrade, harmonize and evaluate three ongoing cross-cutting leadership programmes: the senior mission leaders’ programme, a two-week course, conducted twice annually at a host Member State, for 26 candidates from Member States, the Secretariat, the United Nations agencies, programmes and funds); the senior leaders’ programme, a compulsory orientation course for all mission personnel at the D-2 level and above, conducted twice annually in New York; and SMART, an intensive year-long programme involving distance learning and three week-long workshops for two groups of 40 candidates.

(c) That the Country had submitted annual implementation reports in the form of Appendix 4-A (“Format of Implementation Reports and Plans”) covering each previous calendar year; that it had achieved a significant level of implementation of activities initiated with previously approved tranches; and that the rate of disbursement of funding available from the previously approved tranche was more than 20 per cent; and (d) That the Country has submitted an annual implementation plan in the form of Appendix 4-A covering each calendar year until and including the year for which the funding schedule foresees the submission of the next tranche or, in case of the final tranche, until completion of all activities foreseen.

These policies have been consistently applied to all the years presented, unless otherwise stated.

In the agreement between Croatia and the Executive Committee, the maximum allowable consumption for Annex A, Group I (CFCs) for the year 2005 was 65 ODP tonnes, for 2010 0 ODP tonne; and for the years in between, the agreement provides no exact figure but stipulates that "The By-Law on Substances that Deplete the Ozone Layer (of 30 January 1999) includes a clause on importing on an exceptional basis between 2006 and 2009 up to 21.9 ODP tonnes of Annex A (Groups I and II) and/or Annex B (Groups II and III) or products containing these substances, when these substances and/or products are for preserving human, plant and/or animal life; national defence, safety and fire-fighting; and scientific research safety, when such products cannot be replaced by environmentally-sound and economically-viable alternatives”.

a) To define “pesticide” and other related terms in a way consistent with Codex; b) To provide a list of maximum residue limits (MRLs) and extraneous maximum residue limits (EMRLs), to adopt MRLs/EMRLs recommended by Codex as the backbone as well as the Codex’s classification of foods; c) To prohibit the import and sale of the concerned food for which no MRL/EMRL had been specified, unless DFEH was satisfied that the detected level would not be dangerous or prejudicial to health; d) To provide a list of exempted substances; e) To accept applications for adding / revising MRLs and exempted substances; f) To dovetail the proposed Regulation with the registration of pesticides for use on food crops under the PO, Cap. 133; and g) To commence the proposed Regulation after a two-year grace period.

The Advisory Committee recalls that the management and administration of the Development Account have been improved and strengthened over the years, including the institution of a four-year project implementation cycle, mandatory submission of detailed project documents based on comprehensive logical frameworks and final evaluation reports, the establishment of the Steering Committee and the Capacity Development Office, and the redesign of the website for improved Internet-based coordination and greater accessibility to project information and impact (A/64/7, paras. XIII.6-XIII.7).

In the second year, the aim is to clear all the areas identified to contain mines and carry out an environmental rehabilitation of the target area.

She proposed to divide the Commission’s work into five debates: (i) a debate on item 5.9 – Follow-up to the Round Table of Ministers and Senior Officials Responsible for Physical Education and Sport and item 5.10 – Proclamation by the United Nations General Assembly of an international year for physical education and sport; (ii) a general debate on item 3.1 – Preparation of the Draft Programme and Budget for 2006-2007; (iii) a general debate on Major Programme I of the Draft Programme and Budget for 2004-2005; (iv) a debate on items 5.4, 5.17, 5.20, 7.5 and 7.7; and (v) consideration of the recommendations of the Commission concerning proposed resolutions in Draft 32 C/5 and recommendations of the Executive Board thereon, draft decisions proposed under items 5.9, 5.20, 7.5 and 7.7, and draft resolutions submitted by Member States concerning document 32 C/5 and other items.

Over the years a range of goals had been achieved, such as the approval in the Senate of the proposal to constitutionally recognize indigenous peoples; the promulgation of a law relating to the maritime space for indigenous peoples; and the incorporation of norms adopting the concept of interculturality in education.

It assured that it would work on all recommendations in the hope that the views would be more positive in four years, when Slovakia undergoes its second review.

The estimates and assumptions that have a significant risk of causing a material adjustment to the carrying amounts of assets and liabilities within the next financial year are discussed below.

(b) Development of a World Heritage Education programme, the target group of which are 12-16 years old students, within the framework of the UNESCO Special Project “Young People’s Participation in World Heritage Preservation and Promotion”, through workshops diffusing already available materials: the practical manual Introducing Young People to Heritage Site Management and Protection (adapting an activity initiated in 2002 in Petra by UNESCO and ICCROM to the case of Jerusalem) and the World Heritage in Young Hands Kit in Jerusalem secondary schools.

Activities under the IYPE science and outreach programmes during the three-year period had a strong mobilizing effect around the globe, not only among Earth scientists but also among the general public, especially young people.

Moreover, we call on the Security Council and the relevant United Nations bodies, especially the Human Rights Council, to take firm measures to put a stop to random attacks against civilians in the occupied Palestinian territories, as well as to lift the unjust siege imposed by the Israeli authorities for many years on Gaza, which is a form of collective punishment imposed on the residents of the occupied Palestinian territories in a manner that takes no account of proportionality or differentiation and clearly violates the principles of international humanitarian law.

Although subregional insurance schemes have been planned for many years, much remains to be done before such schemes can become operational.

That is because Israel’s acceptance of the Arab Peace Initiative would guarantee the end of its occupation of all Syrian territories occupied since 1967 and the remaining Lebanese territories occupied in the same year and the establishment of an independent Palestinian State with East Jerusalem as its capital, and because it would guarantee an agreed resolution of the issue of Palestine refugees in accordance with General Assembly resolution 194 (III) and would secure for Israel peace agreements with all Arab States and normal relations with 35 other Islamic States.

The purpose of the Government Pension Fund is to facilitate Government savings necessary to meet the rapid rise in public pension expenditures in the coming years, and to support a long-term management of petroleum revenues.

Notwithstanding the date on which the Agreement comes into effect, if from the date of this Agreement there is any repeal or amendment to the APCO (other than pursuant to the Government’s proposal to amend the APCO to cap the emissions of the Pollutants and to facilitate the use of emissions trading as described in a Legislative Council Panel on Environmental Affairs Paper reference CB(1) 418/07-08(07) dated 17 December 2007 (“Legislative Proposal”)) or any renewal of or change to any Specified Process Licence (other than to the amount of the Initial Cap or pursuant to the Legislative Proposal), which has a material effect on the Mechanism or HEC’s emissions performance or compliance with the Total Permissible Emissions, the Mechanism shall not apply to that Applicable Year and any subsequent Applicable Years until HEC and the Government have reached agreement as to the amendments to this Schedule that are required to give continued effect to the Mechanism.

The Council postponed the election of two members from African States, two members from Asian States, one member from Eastern European States, one member from Latin American and Caribbean States and one member from Western European and other States for a three-year term beginning on 1 January 2010.

(d) The feasibility of holding the statutory and quadrennial conferences of National Commissions every six instead of every four years could be examined (such a schedule would correspond to the period of the Medium-Term Strategy and allow the savings to be invested in capacity-building priorities identified by National Commissions).

Foreign exchange gains and losses resulting from the settlement of such transactions and from the translation at year-end exchange rates of monetary assets and liabilities denominated in foreign currencies are recognised in the statement of comprehensive income within ‘Administrative expenses’.

Rather than reciprocate the efforts and gestures made for peace — from the explicit commitment to peace and the two-State solution based on the pre-1967 borders made by the Palestinian leadership, beginning with the Palestinian Declaration of Independence over 20 years ago; to the Madrid, Oslo, Taba, Sharm el-Sheikh and Annapolis commitments; the Arab Peace Initiative over eight years ago; the road map to Mideast peace and the Quartet Statement; the diplomatic efforts of the United States of America and all other concerned nations — Israel continues to pay only lip-service to the pursuit of peace, while its actions are actually destroying any chance for the realization of peace.

The 63rd meeting considered the 2011-2014 consolidated business plan of the Multilateral Fund, and after making some amendments to the projects proposed, the Executive Committee endorsed the 2011-2014 consolidated business plan while noting that endorsement denoted neither approval of the projects identified therein nor their funding or tonnage levels; established a window for ODS destruction for LVC countries, pursuant to decision XXI/2 of the Twenty-first Meeting of the Parties, amounting to US $3 million; and decided that the project preparation could be funded for stage II HPMP activities and 12 might be included prior to the completion of stage I in business plans for the years 2012-2014 and that the duration of the next business plan should be only for the next triennium 2012-2014, and include any multi-year funding after 2014 (decision 63/5).

Subject to Section 88 of the Act and Bye-law 153A, a printed copy of the Directors’ report, accompanied by the balance sheet and profit and loss account, including every document required by law to be annexed thereto, made up to the end of the applicable financial year and containing a summary of the assets and liabilities of the Company under convenient heads and a statement of income and expenditure, together with a copy of the Auditors’ report, shall be sent to each person entitled thereto at least twenty-one (21) days before the date of the annual general meeting and laid before the Company in annual general meeting in accordance with the requirements of the Act provided that this Bye-law shall not require a copy of those documents to be sent to any person whose address the Company is not aware of or to more than one of the joint holders of any shares or debentures.
